Services for a cooperation project to intensify the political dialogue "German-Brazilian Agricultural Policy Dialogue (APD)" between the German Federal Ministry of Food and Agriculture (BMEL) and the Brazilian Ministry of Agriculture, Livestock and Food Supply (MAPA) are tendered.
The thematic focal points of the cooperation include the topics of sustainable agricultural value chains, agricultural finance and the bioeconomy.
Initially, a 14-month preliminary phase is commissioned, which aims to establish the organizational and control unit of the APD, to develop a common working structure, and to develop and design the thematic areas for the implementation of an APD.
If the partners agree on this, a 22-month implementation phase should follow.

The contract includes, in particular, consulting services from 2 long-term specialists and various short-term specialists, the preparation of studies for technical elaboration, the implementation of suitable (network) events with actors from the public and private sector, civil society and science, as well as a corresponding administrative and technical Backstopping.
Important tasks in the 14-month preliminary phase are, in particular, the development and establishment of an organizational and control structure for the APD, the identification of an operational implementation partner, the establishment and support of 2 thematic working groups on sustainable agricultural value chains and agricultural financing, and the development of a German- Brazilian bioeconomy network.
In addition, a joint, overarching operational plan for the implementation phase, a communication and public relations concept and a system for results-oriented monitoring are to be developed.
