The subject of the tendering and procurement is the planning and implementation of the fieldwork of the border interviews on the use of money and travel behaviour of tourists (hereinafter also referred to as 'tourist survey').

The contracting entity Business Finland is part of the Team Finland network, which is a network of public operators providing internationalisation services to companies. The network brings together all state-funded internationalisation services and aims to provide companies with a smooth service chain, from advice to finance. The acquisition will be made for Business Finland Oy's Visit Finland unit. As a national tourism expert, Visit Finland is responsible for promoting tourism from abroad to Finland together with the tourism industry.

The purpose of the study is to comprehensively describe the numbers of foreign tourists, the use of money and background information related to trips. In procurement, interviews are to be conducted at the border crossing points mentioned in the description of the object of procurement.

Border interviews and tourist surveys are generally conducted in different countries, either by statistical offices, Visit organisations or by operators of their type. Visit Finland cooperates with Statistics Finland in the procurement. Statistics Finland's role is to receive raw data from interviews and process it for the free use of commercial entities.

The procurement contract will be concluded for a fixed-term contract period 12/2022-1/2024. The acquisition also includes two (2) one (1) year option periods for conducting research in 2024 & 2025. The option periods are 1/2024-1/2025 & 1/2025-1/2026.
