The new town hall of Wiesbaden is over 130 years old, built in the Renaissance style. Originally planned by Georg von Hauberrisser and completed in 1887, the main wing was rebuilt in 1951 according to modern criteria after being destroyed during the Second World War. The rear part with the access in the main wing has been preserved in the original. The entire building is a listed building.
The last general renovation took place at the end of the 1980s, and there is now an urgent need for action, especially with the technical systems, as reliable operation can no longer be guaranteed.
The services of the technical equipment, Anl.-Gr. 1 to 3 and 8.
At the same time, services for object planning buildings, TA (Anl.-Gr. 4-6), structural planning and project control are tendered.
Due to the urgent need for action, the city council approved the general refurbishment of the technical facilities in the new town hall. It was decided that, according to LPH 2, a more detailed cost calculation including an examination of the variants should be available. The final scope of the renovation should then be determined on this basis.
The technology of the heating and cooling supply as well as the ventilation including the corresponding control / automation for all systems must be renewed. The town hall was connected to the municipal district heating network in 2020. The systems for the drinking water supply are also affected. Another aspect is the equipment of some rooms (including the large conference room) with media technology according to the current status and the respective requirements.
The overall safety situation is to be re-planned. There is currently no access control / restriction, this should be changed. A concrete concept must be developed and implemented.
Since another elevator system (currently being considered in the inner courtyard) is also to be planned, the entire access situation must be reassessed.
In addition to the necessary renovation of the technical systems, the necessary structural measures are to be identified and calculated, in particular for the city council meeting room, the municipal council meeting room, the lobby and the toilet facilities in the area of the large ballroom.
From the point of view of fire protection there is also a need for action, in addition to the consideration of the town hall itself, the gastronomy (Ratskeller) located under the town hall must also be included, as the delimitation here is currently insufficient.
Windows and roof are excluded from the renovation measures, they are each still in a sufficiently good condition. The facade cannot be changed / planned due to the monument protection.
The type of implementation has not yet been determined. In the course of LPH2, it must be clarified whether the renovation will be carried out during ongoing operations in construction phases or whether partial or complete outsourcing must take place.
The task is the planning and implementation of the technical systems in system groups 1, 2, 3 and 8, whereby the integration into the special context (monument protection) plays a major role, also with regard to the design integration of the technical systems. These should fit into the existing overall picture as far as possible in terms of structure and design.
Essentially, the following systems are the subject of the order:
- Renewal of the heat supply (district heating),
- Conception of individual room temperature control,
- Renewal of refrigeration technology,
- Renewal of the ventilation system (s),
- Renewal of the complete control technology,
- Renewal of the drinking water network,
- Dismantling inactive lines and routes.
Scope:
Technical equipment services Anl.-Gr. 1 to 3 and 8 according to §§ 53 ff. HOAI LPH 1-9.
Special services:
- Advanced, in-depth cost determination in LPH 2 including the construction process variants.
Project period:
LPH 1 + 2 approx. 1 year including special services.
Then a comprehensive cycle of meetings to decide on further action, to check plausibility and to approve, duration approx. 6 months.
LPH 3 approx. 6 months.
Possible further round of decisions, duration approx. 3 months.
LPH 4-7 approx. 9 months including building application.
LPH 8 in three BA approx. 3 years.
Project costs (all in net):
According to a rough estimate from 2018, the construction costs are currently estimated at around 2.1 million EUR KG 300 and around 5.9 million EUR KG 400.
