Description:
Integrated spatial planning - appoint service provider for 2021 with tacit renewal for 2022 and 2023 and possible recurrence for 2024, 2025, 2026 and 2027

It concerns a spatial planning framework agreement, in particular: design research, spatial policy plan, implementation of spatial policy such as drawing up integrated RUP / EIAs, regulations, building line plans, survey plans, expropriation plans, management plans, communication and participation.

PART 1: Area-oriented planning processes

All planning processes and procedures must be conducted in accordance with the latest version of the Flemish Codex Spatial Planning, DABM and related regulations. The tenderer is expected to take a proactive attitude with regard to the interpretation and application of the most recent and / or changing legislation and regulations.

This part of the pregnancy can be divided into the following sub-processes (for which a quotation is expected):

• Analysis of the existing situation.

• Design-based research.

• Municipal Spatial Implementation Plan (GRUP).

• Plan-EIA. A quote is expected for:

O The integrated procedure for an SIP without an EIA plan

O The integrated procedure for an SIP with an EIA plan

• Spatial Safety Report (RVR). From 1 May 2017, the initiator of an RUP is obliged to use the RVR test. A quote is expected for:

O The integrated procedure for a RUP without RVR

O The integrated procedure for a RUP with RVR

• Notes.

• Nature / landscape / heritage management plan.

PART 2: Participation and process guidance (under direction)

The assignment is divided into the following sub-processes:

• Participation (in addition to legal procedure)

• Guidance of land policy / implementation of instrumental decree

• Additional consultation moments (in addition to legal procedure)

• Advice on the application of new regulations and complex spatial processes

PART 3: Support for municipal spatial policy

The assignment is divided into the following sub-processes:

• Drawing up municipal regulation including environmental assessment and this according to the latest version of the Flemish Codex Spatial Planning, DABM and related regulations.

• Preparing and drawing up an action plan for drawing up a municipal policy plan.

• Drawing up of the concept memorandum and accompanying research reports of the municipal spatial policy plan, in accordance with the latest version of the Flemish Codex Spatial Planning, DABM and related regulations.
