With the present project, the client is basically pursuing the following strategic goals, from which the future needs and further requirements are derived:

- Availability of laboratory services of all kinds 24/7/365 to the required extent and in consistent quality.

- Reduction of idle time due to shortened turnaround times (TAT) of important laboratory parameters

- Cross-site collaboration and structured transmission of findings

- Standardization of services across all locations

- Optimal degree of digitization and digital reporting and storage

- Reduction of the required personnel as a result of the worsening shortage of skilled workers

- Ensuring complete ability to provide care despite the advancing shortage of skilled workers

- Centralizing e-learning for all employees

- Monthly billing via a flat rate model

Based on the key performance indicators provided and the requirements and needs described in this document, bidders are invited to separately list those services, parameters and tests that are not included in their proposed solution based on our requirements.

Bidders should critically review the parameters of third-party shipment to determine whether internal service provision would be possible due to the consolidation performance of new equipment or in any other way without additional personnel burden or re-evaluate the service.

All existing laboratory services and equipment can be realigned and renewed in the course of economic optimization projects.

In the area of laboratory equipment of the 3 laboratories, the highest possible standardization and standardization of the laboratories would be achieved in the event of the preservation of all laboratory locations. For example. a uniform device and reagent manufacturer is necessary, the same, manufacturer-dependent methods and the same manufacturer-dependent reference ranges and thus the possibility of being able to carry out laboratory analyses across locations at another of the 3 laboratory locations. A uniform LIS and a uniform equipment park of only one manufacturer would make it possible, for example, to deploy the technical laboratory staff without much training if necessary and in the event of a shortage of personnel at all 3 ANregiomed locations without any problems.

For the laboratory information system, the following minimum requirements can be specified for the solution:

- Mobile reporting must be possible. A cloud-based solution would be desirable.

- The solution must have a German user interface and a German manual.
