The provision of a digital road network of Belgium as well as 50 km of border area, which allows geolocation and navigation, and different APIs

This contract concerns the provision of a digital road network in Belgium as well as 50 km of border area, which allows geolocation and navigation, and various APIs. The data will be used for various applications that are needed in practice.

The IGN will first make a selection of applications to participate on the basis of the exclusion and selection criteria mentioned below. Unsuccessful applicants will be notified after the selection decision has been made. Only successful candidates will be invited to submit a tender in accordance with the specifications AD 22-10.

The contract was awarded after a competitive procedure with negotiation, in accordance with Article 38§1, 1 ° c) of the Law of 17 June 2016 on public procurement.

This contract is awarded in the form of a central purchasing body (CdA), in accordance with Article 2.6 ° of the law of 17 June 2016 on public procurement. In this context, the National Geographical Institute (IGN) acts as the organizing contracting authority of the CoA.

The successful tenderer undertakes to provide, throughout the duration of the contract, to the IGN and the members of the CoA, the clauses and conditions set out in the documents of this contract and in its tender as approved by the contracting authority (price, delivery conditions, etc.).

The members who can place orders in this CoA are:

- federal administrations (such as IOPs, FPS, PPS, etc.), including Astrid SA, and (local) response services such as police, fire brigades and medical intervention services.

As a federal geobroker, IGN will take invoices for these data license orders at its expense, taking into account available budgets. For the APIs offered and the desired consultancy, users must themselves take care of the payment of invoices for the orders they place.

- legal persons governed by federal public law (such as BPost, Infrabel, Proximus, SNCB, etc.).

Each legal person under federal public law will be responsible for the payment of the orders it has placed.

The total estimated value of this public contract is € 1,924,000.00 including VAT for 4 years. During the duration of this central purchasing office, the following orders can be executed:

- Maximum licenses

o User licenses: 48,000

o Viewing licenses: 200,000

- Maximum of 100,000,000 API requests

- Maximum of 160 hours of training

- Maximum of 384 hours of technical support

- Maximum of 320 hours of consultancy.
