The purpose of this contract is the design, development, hosting and maintenance in operational condition of a messaging service for the Sesam-Vitale system and comprising: - the secure hosting of health insurance mailboxes in the context of Sesam-Vitale exchanges; - the collection of messages from Healthcare Professionals and the return of return flows from Health Insurance; - the implementation of standard and business processing on mail flows and hosted mailboxes; - the development and maintenance of e-administration services, e-information and supervision indicators, for the GIE Sesam-Vitale and its members; - services for monitoring and operating the service; - Set-up and changeover services guaranteeing the continuity of the service at the end of the current contract

The purpose of this contract is the design, development, hosting and maintenance in operational condition of a messaging service intended for the Sesam-Vitale system and comprising:- the secure hosting of Health Insurance mailboxes in the context of Sesam-Vitale exchanges;- the collection of messages from Healthcare Professionals and the return of return flows from Health Insurance;- the implementation of standard and professional treatments on mail flows and hosted mailboxes;- the development and maintenance of e-administration services, e-information and supervision indicators, for the Sesam-Vitale EIG and its members;- monitoring and operation services for the service;- set-up and failover services guaranteeing the continuity of the service at the end of the current contract. The contract is awarded in the form of a procedure with negotiation within the meaning of Articles L2124-1, L2124-3, R2124-3, R2142-17 and R2161-12 to R2161-20 of the French Public Procurement Code.The services covered by this contract are divided into:- a firm tranche, with the purpose of providing the Messaging service, for a processing capacity corresponding to the volume of messaging flows received by the platform over a period of one (1) month from the Networks Sesam-Vitale and Internet.This tranche includes the design, development, hosting and maintenance in operational condition of the messaging service, sized to support the capacity described above.- two (2) optional tranches with the aim of increasing the processing capacity of the platform These tranches include all the achievements and investments that the Licensee deems necessary to proceed with the increase in the processing capacity of the platform (addition of hardware, bandwidth increase, configurations, developments, etc.). The GIE Sesam-Vitale is only committed to the firm tranche, the start of which is subject to the notification of the contract. The execution of the optional instalments is subject to a unilateral decision by the GIE Sesam-Vitale, which is notified to the Account Holder by administrative order sent by registered letter with acknowledgement of receipt. That decision shall be taken by the fourth anniversary of the date of notification of the contract at the latest. The Licensee undertakes to execute the optional tranches if they are confirmed
