Construction of the road junction Al. Wojska Polskiego DK-1 together with the new DK-46 course in Częstochowa in the design and build formula, with the DK-1 road currently marked DK-91

Attention:

This public contract is carried out on the basis of Resolution No. 8205/2022 of the Council of Ministers of October 13, 2022 on the establishment of the Government Fund Polish Order.

The contracting authority provides for the cancellation of the procedure under Article 257 of the PPL Act in the absence of granting funds.

The subject of the contract is: Construction of the road junction Al. Wojska Polskiego DK-1 together with the new DK-46 course in Częstochowa in the design and build formula along with obtaining a permit for use, while the DK-1 road currently has the DK-91 marking.

The scope of the investment includes, among others, design, obtaining a decision permitting the implementation of a road investment and construction/reconstruction of:

- road junction Al. Wojska Polskiego DK-1 (currently DK-91) with the national road DK-46, including a road viaduct along DK-1 (currently DK-91) - (WD-1);

- construction of pedestrian and bicycle crossings under the junction connectors (P-1 and P-4);

- Aleja Wojska Polskiego DK-1 (currently DK-91) from the exit from the Orlen station (Al. Wojska Polskiego 78) to the vicinity of the building at Al. Wojska Polskiego 8;

- the existing intersection of Al. Wojska Polskiego DK-1 (currently DK-91) with Bugajska and Długa streets;

- a new section of DK-46 from the junction - extension of Korfantego Street to the designed road junction with Al. Wojska Polskiego DK-1 (currently DK-91), with adaptation to the possibility of adding a second roadway DK-46 on the section between DK-1 and the extension of Korfantego Street;

- construction of pedestrian and bicycle crossings under DK 46 (P-2 and P-3);

- construction of a culvert with a passage for amphibians (PP-1);

- a road viaduct over the railway line No. 1 Warszawa Zachodnia-Katowice along with a change in the category of the existing railway crossing along Bugajska Street;

- a bridge over the Warta River (MD-1) with the possibility of running a road on the eastern and western sides of the river in order to provide communication services to the adjacent area while maintaining the road gauge;

- a road viaduct over the ISD railway tracks and the road of extending Korfantego Street to Bugajska Street (WD-2);

- a bridge structure along the bicycle path and the pedestrian route in Warzywna Street;

- footbridges over DK 91 with ramps for the disabled (K-1);

- construction of retaining walls;

- construction of a truck weighing station with parking and monitoring at the inlet to the city;

- roads and intersections serving areas adjacent to the investment, including those created after the closure of the existing road crossing through the railway line No. 1 between Częstochowa and Katowice for car traffic;

- pedestrian routes, bicycle paths and bus bays;

- bicycle lanes and pedestrian crossings at the level of the railway line Częstochowa – Katowice (change of the category of railway crossing);

- road measuring station and meteo along DK-1 (currently DK-91);

- street lighting along DK-1 (now DK-91) and the new DK-46 mileage;

- drainage along with the analysis of the method of draining rainwater from the investment area;

- municipal technological sewerage;

- acoustic screens;

- variable content array system;

- BRD equipment: marking of main roads and associated roads, protective barriers, anti-glare shields and other safety elements;

- execution of works related to the development of greenery.

The scope of work also includes the following works:

- demolition: cubature objects, existing technical infrastructure, road and railway infrastructure planned for reconstruction;

- related to the reconstruction of the existing technical infrastructure interfering with the investment;

- associated with the removal of trees and shrubs;

- others resulting from the solutions contained in the PFU.

The scope of this documentation and the implementation of construction works should be limited

solutions included in the project of the currently implemented investment entitled: Construction of a road connection between Korfantego Street and Bugajska Street.

The investor, for the investment in question, has developed a functional and utility program, a current decision on environmental conditions and technical conditions for design. Those particulars are annexed to the present proceedings.
