The subject of the tender is the conclusion of a framework agreement with a term of 30 months for the provision of project support services in the above-mentioned radio project in various roles. As a rule, services are provided remotely, with occasional face-to-face events taking place in Baden-Baden and Stuttgart.
At the Baden-Baden and Stuttgart sites, the renewal of the radio systems is imminent. The radio production equipment used there has been in operation for an average of around 18 years in Stuttgart and 17 years in Baden-Baden. The facilities are technically outdated and essential parts are no longer serviced by the manufacturers. Renewal is therefore necessary to ensure broadcasting operations.
In Stuttgart, this concerns the renewal of the radio equipment for SWR 4 as well as the specialist editorial offices. In Baden-Baden, the renewal concerns the radio equipment for SWR 3.
In addition to the pure need for technical renewal, a changing interaction between technical staff and editorial staff as well as changed working methods require new solutions. These are taken into account with a standardization of working methods and new technical possibilities. The technical basis for this is the consistent use of networkable IP technology in the audio signal range.
A basic operating concept as well as a technical concept, which describe the SWR-wide uniform working methods and standards and have been developed since 2017 as part of this project "Renewal of radio systems in SWR", form the basis for this renewal. The individual projects were bundled in this project.
After a phase lasting several years, which focused on the development of technical concepts, new operating philosophies and the standardization of working methods, concrete implementations are now pending in the project.
The "Hörfunk Stuttgart" implementation package deals with the implementation of the holistic SWR concept at Funkhaus Stuttgart.
The "SWR 3" implementation package deals with the implementation of the holistic SWR concept for the SWR3 radio wave.
This tender is looking for a contractor who can provide the necessary persons for the described support services for project management and technical planning in the required roles with the appropriate qualifications and in the required quantity for the provision of services.
With the award, a framework agreement is concluded on the basis of an EVB-IT service contract (see Appendix 12a and b) with the contractor, which provides for the start of the contract or the start of the provision of services on 01.01.2024. A training phase for the personnel subject to the tender is planned from mid-October 2023 to the end of December 2023.

- Assumption of services and training in the roles within one quarter (Oct. – Dec. 2023)
- Completion of the training of all service providers as of 31.12.2023 and productive service provision from 01.01.2024 to 31.12.2025

- If applicable, benefit receipt until 30.06.2026
The optional additional services listed above and in Technical Part B can be called up by the client at any time. The contractor is not entitled to use the additional services.
