Description:
Designation of a project author for the construction of a basic communal school at Boutte in Grâce-Hollogne

The services concern the Julie and Mélissa school - implementation of the Boutte in Grâce-Hollogne. Are aimed the demolition of the current school (too small and obsolete - presence of asbestos, floor area 920 m 2 ) and its reconstruction (buildings and surroundings) on a virgin site of 78 ares nearby in the same district.

The capacity of the school will be increased from 110 to 250 students, from 4 current classes (functioning per cycle) to 10 classes (1 per year: primary and kindergarten + 1 home class).

The total floor area estimated to be constructed is 2,300 m 2 gross, the surface area to be developed is divided into a specific area (yard, courtyards, car parks), estimated at 1,800 m 2 , and balance of the land.

The services include the design, study and monitoring of the execution of the works for the aforementioned project.

The 8 skills required for this market are: architecture, landscape, stability, special techniques, PEB, acoustics, furniture design, sign design.

Attention: At the stage of the requests for participation (applications), only the architecture competence and the landscape competence are required. Under Article 8§2 of the law of 17.6.2016, the candidate (alone or in group) will include (all) the economic operator (s) whose capacity is mobilized to satisfy the conditions selection criteria (minimum specific levels required) relating to technical and professional capacity. These economic operators can not therefore be third parties (subcontractor, consultant, etc.). When a candidate has several economic operators, they form what is called a "Groupement" (temporary company, cotraitance, etc.).

The responsibility (of the application then, if necessary, of the offer and the mission) is shared between these economic operators. A mandate must be given to one of the group's operators, called "Mandataire": the latter has signing authority and represents the grouping with regard to the contracting authority.

The sole candidate or the representative of the group will be responsible for all or part of the architecture competency.

Successful candidates will have to combine the other skills (stability, special techniques, PEB, acoustics, furniture design and sign design) for the production and submission of tenders. Any competencies deemed useful or relevant to the subject of the contract may then be added. The tenderer may use one or more third-party economic operators (subcontractor (s), consultant (s), etc.) to take on the 6 skills required and any added skills of his / her initiative.

The health safety coordinator's service is not the subject of this mission.

It will also be asked to make a proposal for collaboration with an artist for the integration of a work of art, in application of the decree of 10.5.1984 relating to the integration of works of art in public buildings. This proposal will be formulated in the offer and it is therefore not required that an artist be identified at this stage of the procedure.

The cost of the work and the fees of the artist are not included in the budget envelope mentioned below.

The works budget (demolition / asbestos removal, construction and surroundings) is estimated to date at EUR 4,400,000, excluding VAT and fees.

The fees are calculated on the basis of a fixed percentage, ie 11% of the total amount of the work (final count), all competencies combined (skills required + any added skills of initiative by the tenderer). This percentage is based on the estimate of the amount of work to date.
