The Norwegian Parliament has decided that a modernisation process shall be implemented for the current National Registry. The Norwegian Tax Administration organises the modernisation process as a project (‘Modernisation of the National Registry) for the years 2016 until and including 2019. The project shall be implemented by using a major share of external assistance, and the Contracting Authority therefore publish a tender contest where the purpose is to enter into a framework agreement on covering the project's requirements for resources and deliveries during the implementation period.
The framework agreement will primarily include contract awards to individual resources which shall cover the project's requirement for resources. It may also be relevant to award contracts where the providers takes on more responsibility for the delivery. This can be in the form of contract award for assignment-based flexible development of software (based on the Norwegian Computer Society’s PS2000 SOL contract) or contract award for the delivery of a limited part of the solution (based on the Government Standard Terms and Conditions — the Development and Adaptation agreement (SSA-T)).
