The Zweckverband Nahverkehr Rheinland (NVR), in cooperation and on behalf of the Verkehrsverbund Rhein-Ruhr AöR (VRR) SPNV, awards services for the Cologne S-Bahn in accordance with public procurement law in a competition procedure in accordance with the provisions of the GWB and the VgV.

The services of the Cologne S-Bahn cover up to 14.2 million cc over the term of the contract and are spread over the following lines:

Line S 6: Essen Hbf – Düsseldorf – Langenfeld – Köln – Köln-Worringen

Line S 10: Köln-Nippes – Köln Hbf – Köln-Dellbrück

Line S 11: Düsseldorf Flughafen Terminal – Düsseldorf – Neuss – Köln – Bergisch Gladbach

Line S 12: Horrem / Sindorf – Cologne – Siegburg/Bonn – Hennef – Au (Sieg)

Line S 13: Troisdorf – Bonn Oberkassel (vsl. from 12/2027)

Line S 19: (Aachen West –) Düren – Cologne – Cologne/Bonn Airport – Siegburg/Bonn – Au (Sieg)

Line S 38: Bedburg – Horrem – Köln Messe/Deutz (vsl. from 12/2029)

Line S 68: Langenfeld – Düsseldorf – Wuppertal-Vohwinkel

The subject of this award is transport services in regional rail transport in the area of responsibility of the contracting authorities on the basis of a gross transport contract. The services are to be provided on the S-Bahn Cologne and in detail on the following line sections:

- Line S 6: Essen Hbf – Düsseldorf – Langenfeld – Köln – Köln-Worringen

- Line S 10: Köln-Nippes – Köln Hbf – Köln-Dellbrück

- Line S 11: Düsseldorf Airport Terminal – Düsseldorf – Neuss – Cologne – Bergisch Gladbach

- Line S 12: Horrem / Sindorf – Cologne – Siegburg/Bonn – Hennef – Au (Sieg)

- Line S 13: Troisdorf – Bonn Oberkassel (vsl. from 12/2027)

At the beginning of the contract period, the services comprise around 12.3 million train kilometres per standard year. With the exception of lines S 13 and S 38, operations on the above lines must be carried out in full at the international timetable change on 10.12.2023. The maximum range of services offered by the Cologne S-Bahn comprises around 14.1 million Zkm per standard year. The operation will end at the international timetable change in 2032, probably on 12.12.2032. The clients have the unilateral right to exercise a four-time extension option per line of around half a year each. It is planned that individual lines will no longer be served before the international timetable change in December 2032. What these will be and at what point in time service under the transport contract will no longer take place is the subject of negotiations in this procedure as well as the parallel manufacturer tender (notice number 2022/S 100-277416). After completion of the negotiations, the clients will provide detailed specifications for this.

The transport services to be provided in a first phase from 12/2023 to 12/2029 must be provided with rolling stock of the railway undertaking necessary for the operational programme. For further details, please refer to sections 1 and 2 of the application conditions. The clients allow the use of S-Bahn-capable used vehicles. Accordingly, the contracting authorities assume a minimum vehicle requirement of 120 vehicles, the availability of which must already be proven in the preceding participation competition. At the same time, nahverkehr Rheinland (NVR FA-EB) and ZV VRR Eigenbetrieb Fahrzeuge und Infrastruktur (ZV VRR FaIn-EB) are procuring the new vehicles necessary for the long-term operation of the Cologne S-Bahn according to the NRW-RRX model in a separate manufacturer tender. These vehicles will then be successively provided to the railway undertaking from 09/2027 for the provision of these transport services.

These services represent the transport services of the Cologne S-Bahn Level 1. According to this, the allocation of transport services in batches is planned for 15 years (S-Bahn Cologne level 2).
