The objective of the procurement is to enter into an agreement with one service provider who shall evaluate the focus on exposed youth and obtain knowledge and documentation from the municipalities/the Norwegian Labour and Welfare Service’s offices which receive contributions for the priority area.

The assessment shall obtain knowledge of the degree the various projects’ measures, policy instruments and organisation result in the youth returns to education and/or work. The assessment shall appraise the effect of the measures and provide recommendations to possible adjustment of the work.
