The subject of the contract is the implementation of the investment entitled "Modernization of the PEC heating system in Ciechanów Sp. z o.o. consisting in the construction of a boiler house based on the production of energy from biomass combustion". as part of the "District Heating" programme no. 5.9 II call. The construction of a new source requires the construction of new cubature facilities, i.e. the reconstruction of the existing building and the construction of a biomass storage facility with a movable floor, technological and logistic infrastructure. The material scope of the investment includes the delivery and installation of a biomass boiler (nominal thermal power in fuel approx. 9.3MW, rated power approx. 8.0MW), together with an installation of flue gas purification and exhaust (chimney) and heat recovery from flue gases. Internal and external technological, sanitary and electrical installations as well as the development of the boiler room area will be adapted to the needs of the investment. The investment will be preceded by the dismantling of the existing OR-10 coal-fired steam boiler (station number KP-3) along with the existing dedusting and slag removal installation, the reconstruction of the existing building, and the construction of a biomass storage facility with a moving floor next to the boiler. The investment will result in a reduction in the consumption of coal fuel. The installation will be carried out on a plot of land owned by the existing heating plant owned by PEC. After the implementation of the project, the share of energy from mixed production (RES + natural gas) will increase from 56.6% (planned to achieve the status of an efficient heating system in 2023) to 76.86% (planned for 2025).
A detailed description of the subject of the contract can be found in the Functional and Utility Program constituting Appendix No. 2 to the Terms of Reference.
