As a procurement ring, the City of Helsinki's Urban Environment Division, together with the Helsinki Region Environmental Services Authority and Pääkaupunkiseudun Kaupunkiliikenne Oy, is requesting a tender for unidentified design and expert tasks related to bridges and skill structures.

The procurement is divided into four different subtasks and a number of contractual partners are selected for each subtask, unless there are fewer eligible bidders and fewer eligible tenders.

The selection of contractors shall be as follows:

Sub-task 1: General and building design of bridges and skill structures, six (6).

Sub-task 2: Condition studies and repair planning of bridges and skill structures, six (6).

Sub-task 3: Project management services for bridge and skill structure design, three (3).

Sub-task 4: Bridge and skill structure maintenance project management services, three (3).

For subtasks 1 and 2, the assignments are commissioned by the City of Helsinki's Urban Environment Division, the Helsinki Region Environmental Services Authority and Pääkaupunkiseudun Kaupunkiliikenne Oy.

For sub-tasks 3 and 4, the assignments are commissioned by the City of Helsinki's Urban Environment Division.

The selection criterion is the overall economic affordability, which is based on the best price-quality ratio as follows:

- Price, weight 30%

- Quality, weight 70%

The estimated value of the procurement during the entire procurement period (incl. possible option periods) excluding VAT is EUR 18,500,000 and the maximum estimated total value of the procurement is EUR 25,600,000.

Six (6) consultants will be selected for sub-task 1 General and building design of bridges and skill structures, unless there are fewer eligible bidders and fewer eligible bidders.

The estimated value of the sub-assignment (excluding VAT) during the entire contract period (incl. possible option periods) is EUR 11,050,000 and the maximum value excluding VAT is EUR 14,800,000. The values of the procurement are distributed between the parties to the procurement ring as follows:

- Urban Environment Division estimated order value €10,000,000 and maximum value €12,800,000.

- The estimated value of urban transport orders in the Helsinki metropolitan area is 800,000 € and the maximum value is 1,600,000 €.

- The estimated value of orders for environmental services in the Helsinki region is 200,000 € and the maximum value is 300,000 €.

- The estimated value of other possible YKT subscribers' orders is 50,000 € and the maximum value is 100,000 €.

Six (6) consultants will be selected for sub-task 2 Condition surveys and repair planning of bridges and skill structures, unless there are fewer eligible bidders and eligible bids.

The estimated value of the subtask excluding VAT during the entire contract period (incl. possible option periods) is EUR 6,250,000 and the maximum value excluding VAT is EUR 8,800,000. The values of the procurement are distributed between the parties to the procurement ring as follows:

- Urban Environment Division has an estimated value of €5,200,000 and a maximum value of €6,800,000.

- The estimated value of urban transport orders in the Helsinki metropolitan area is 800,000 € and the maximum value is 1,600,000 €.

- The estimated value of orders for environmental services in the Helsinki region is 200,000 € and the maximum value is 300,000 €.

- The estimated value of other possible YKT subscribers' orders is 50,000 € and the maximum value is 100,000 €.

Three (3) consultants will be selected for sub-task 3 Bridge and skill structure design project management services, unless there are fewer eligible bidders and eligible bidders.

For subtask 4 Bridge and skill structure maintenance project management services, three (3) consultants will be selected, unless there are fewer eligible bidders and fewer eligible bidders.
