KDD would like to evaluate the initiatives aimed at persons in the relevant area in Finnmark and North Troms. The initiatives are to be evaluated so that it is possible to see how they together and separately contribute to the goals for the initiative area. The contracting authority is to propose any adjustments of existing initiatives and point out any other measures that can contribute to reaching the goals in a more accurate and efficient way.

The initiative area was established in 1990 as an answer to the many crises in the region, and to redress high unemployment and general poor living conditions. It must be an attractive region to live, work, and run a business in.

The most important initiatives are schemes in personal taxation, low rates, and exemptions for electricity duty and depreciation of study loans. They were last evaluated in 2012. Differentiated payroll tax was lat evaluated in 2018, and is not part of this assignment other than it will be natural to see how the schemes aimed at persons work together with the reduced payroll tax.

The most important initiative in the initiative area, differentiated payroll tax, was lat evaluated in 2018, and is not part of this assignment other than it will be natural to see how the schemes aimed at persons work together with the reduced payroll tax.

The assignment consists of the following deliveries:

• Up to three meetings with the assignment's reference group, where the tenderer presents provisional findings and facilitates discussions and sharing of experiences with the reference group.

• A draft of the final report is to be submitted in word format on 15 October 2022. The draft must cover all analyses, assessments of the results, and answers to the evaluation questions.

• The final version of the final report is to be submitted by 1 December 2022. The contracting authority will be free to use the report and publish it on regjeringen.no. The final report must also include a summary in English and Sami.

• Two physical presentations of the main findings and recommendations in the government quarter and one presentation in North Norway.

The estimated contract value is NOK 1.8 million excluding VAT.
