Since the nineteen thirties, the Governor of Svalbard’s, henceforth referred to as the Awarding Authority, official vessel has been an important policy instrument and help in providing services for the Awarding. It has also been an important resource in connection with rescue and standby services, inspection of the environmental conditions and that regulations given in the environmental legislation are complied with, distribution fuel depots to the rescue service, registration of cultural monuments, inspections and repairs of official huts, collecting garbage, registration of traffic and other inspections.

The required service shall be a "full service contract", including vessel, equipment, personnel and all functions necessary for providing the described service. The hire contract will be based on the existing services, adjusted for necessary modernisation and new formal requirements. It must i.a. be taken into account that the Awarding Authority’s helicopter service, in force from 2014, will be upgraded to 2 large helicopters.
