This contract is a multi-year public supply contract and standing within the meaning of Article 2, 20 ° of the law of 17 June 2016. This is a supply contract concluded with a single successful tenderer for the benefit of the entities identified in point 3 of TITLE I of these special specifications. These entities will place orders with the successful bidder as and when they need them. That contract shall include both the software and the hardware part necessary for the operation of the solution as proposed by the tenderers.

The purpose of this supply contract is to obtain the services of a service provider to make available, in SaaS mode, an electronic signatory solution comprising functionalities such as, for example:

• Definition of approval and document signing flows;

• Electronic signature of documents, including in batches;

• Notification/follow-up of the evolution of the flows of documents to be signed;

• Delegations of signatories, approvers and initiators of flows;

• Administration of the platform;

• etc.

The details of the services referred to are set out in the technical regulations (Title IV).

More specifically, this contract seeks the following services:

- Position 1: Implementation of the solution

 Sub-Item 1.2: Customization of the user interface (logo, graphic charter, email address, etc.)

 Sub-item 1.3: Creation of user groups with monitoring of specific consumption

 Sub-Item 1.4: Platform Management Training for Administrators

 Sub-Item 1.5: Support for integration with the PWS IAM system (GestIA)

 Sub-Item 1.6: Support for integration with the Office 365 suite

 Sub-Item 1.7: Support for integration with a Back-Office application of the SPW (ALTAÏS or other)

- Item 2: Consumption of electronic signatory services

 Sub-item 2.1: Use of approval and document signature flows

 Sub-item 2.2: Use of approval and document signature flows via ItsMe

 Sub-item 2.3: Provision of certificates for legal persons for qualified electronic seal

 Sub-item 2.4: Subscription and hosting of the service (test and production environment)

 Sub-Item 3.1: Support by a SENIOR System Engineer
