Description:

As part of the German-Chinese cooperation on electromobility with battery and hydrogen fuel cell technology between the BMVI and MoST, a cooperation on regulations, codes and standards (RCS) for hydrogen electromobility with China is to be prepared. In the period from vsl., Early / mid-May 2019 to vsl. End of April / mid-May 2021 is designed to create a common understanding on standardization and regulation in the field of hydrogen and fuel cells in mobility, through the joint identification of synergies and complementarities in development standards and regulations are gradually being set up as a basis for the free exchange of products and components between China and Europe. The aim is to jointly strengthen the marketability of zero emission mobility with hydrogen and fuel cells in the global market.

China is one of Germany's most important economic partners and the most important single market for German cars. For example, the German car manufacturers have a share of 19.6% in the Chinese vehicle market (as of 2017), which corresponds to around 4.8 million vehicles sold. China is also pursuing major production and sales targets for domestic electrified vehicles: total sales in 2018 are expected to exceed 1 million vehicles. 2 million vehicles are targeted for 2020 and annual sales in 2025 are expected to exceed 5 million vehicles. At the same time, China has its own strong export economy.

China strives to define unified and safe design requirements for electric drives and their fuel infrastructure (power and hydrogen) supplying them. So far, China has been developing its national standards and regulations ("GB standards"), which are immediately gaining legal force within China.

Through a dialogue to prepare for cooperation on Regulations, Codes and Standards (RCS) on hydrogen electromobility with China aiming at creating a common understanding on standardization and regulation in the field of hydrogen and fuel cells in mobility, through the joint identification of synergies and complementarities In developing standards and regulations, a step-by-step basis for the free exchange of products and components between China and Europe will be created. The aim is to jointly strengthen the marketability of zero emission mobility with hydrogen and fuel cells in the global market.

As part of the Sino-German Electro Mobility Innovation and Support Center (SGEC), the activities of this contract will be part of the German-Chinese cooperation on electromobility with battery and hydrogen fuel cell technology between BMVI and MoST.

The order is divided into the following work packages:

1) establishing a common understanding of the nature, relevance and development processes of international and national standards and regulations for Europe and Germany in relation to hydrogen fuel cell mobility (WP 1);

2) recording the current situation and developments with corresponding Chinese GB and GB / T standards (WP 2);

3) Status analysis of the relevant regulatory and standardization situation in Europe with regard to Chinese equivalents in order to identify any regulatory gaps in China as well as in Germany and Europe (WP 3);

4) 1) Identification of the need to supplement the standards framework for both China and Germany and Europe (WP 4.1);

2) Observing and reporting on current international developments regarding RCS relevant for hydrogen fuel cell mobility (WP 4.2).

5) Support of the Chinese project partner in the further development of the Chinese EV Technical Roadmap (WP 5);

6) Point III.I.6 of the LB option "Translation services" (see II.2.11).
