The wellbeing services county of Ostrobothnia requests a tender for a critical communication and alarming system. The aim is to introduce the system throughout the wellbeing services county during 2023. The required system is an alarm and information system that utilises location data and enables instant communication between different groups and calls to work in exceptional situations and daily operations. Typical use cases of the system include major accidents, incident communication for organisations, ensuring personal safety, and directing operational activities in exceptional situations and conditions, as well as in daily communications.

The system shall also enable the formation and sharing of situational awareness and reporting. This feature is important in the exchange of information between the wellbeing services counties and the preparedness centre of the YTA area* when reporting to the preparedness centre the matters required by the Ministry of Social Affairs and Health. For this reason, the system must be compatible or integrable with a system already in use in the YTA area. Any integration is included in the price.

The system is procured as a SaaS service and includes integrations, deployment, recurring fees and other usage costs. The system must be available on mobile devices, computers and official devices (VIRVE). More detailed requirements in Annex 1.

The system must be a service solution already in use on the market.

The service is procured for four (4) main users, 293 active users (alarm users) and 506 basic users.

The contract is concluded with one service provider. The Agreement is valid until further notice and can be terminated with six (6) months' notice on the Contracting entity's side and twelve (12) months' notice from the Supplier's side.
