The Directorate for Emergency Communication, henceforth referred to as the Awarding Authority, shall enter into a framework agreement for leasing of 4 vehicles; estate cars/SUVs. The vehicles shall be registered as delivery trucks. Option for further 4 vehicles. These shall be used in connection with inspection of base stations and must be suitable for poor and rugged roads.

The vehicles shall be used in Norway. The vehicles shall also, if required, be used in other Nordic countries. Further description of the procurement is given in Annex 1 “Requirement specification”.

The framework agreement period is 3 years from contract signing. The vehicles shall be delivered within 1.12.2013.

The leasing period for all vehicles is 3 years from delivery. If the delivery of the vehicles is delayed, requires service or out of operation due to damages, rental cars shall be offered. The procurement is in accordance with the Public Procurement Act of 16.07.1999 no. 69 (LOA) and Public procurement regulations (FOA) of 07.04.2006 parts I and III.

The chosen procedure is open tender contest.

All tenderers fulfilling the qualification requirements will get their tenders evaluated. After the evaluation is completed contract will be awarded.

Tenderers are invited to submit several tenders. Each tender shall apply for 4 vehicles of identical vehicle model with option for further 4 vehicles, also identical. All tenders shall comply with the requirements listed in the tender documents and accompanying documents. The Awarding Authority uses Mercell Sourcing Service in this tender procedure.
