The target of the procurement is an analysis and visualisation service of economic data tailored for the use of central government fiscal policy supervision.

The procurement includes five separate services, which are:

1. an R programme for macroeconomic and fiscal analysis based on the R code or an R programme-based user interface;

1.1 Domestic cyclical heat map,

1.2 EU Heatmap,

2. Macroeconomic and fiscal chart databank and

3. Knowledge base on the forecasts of key Finnish economic forecasters (Vintages)

NAOF (the Client) will acquire at least a user interface suitable for macroeconomic and fiscal analysis as well as a domestic heat map for its external website at the beginning of the agreement period. The Contracting entity shall decide separately on the acquisition of the EU Heatmap related to entity 1 no later than within two (2) years of the start of the contract period.

Other services (2. Macroeconomic and fiscal figure databank and 3. The implementation schedule depends on the final costs and the needs of the Contracting entity, and they may not be acquired until later in the contract period, but no later than two (2) years after the contract period has begun, if they are acquired in the end.

All services are used by an estimated 10 people simultaneously, and it must be possible to use the services from a dedicated server reserved for NAOF. The rights, development opportunities and content of all services tailored during the agreement period will remain with NAOF even after the end of the agreement period. The selected Service Provider is responsible for the functionality, maintenance, stability and development of the software acquired throughout the contract period and, if necessary, instructs the Client in the use of the services.
