The Luisenblock Ost (LBO) project serves to cover the space requirements of the German Bundestag, which essentially results from the implementation of the so-called 3-room or 4-room principle and the abandonment of rented or abandoned properties in the center of Berlin.
On behalf of the BMWSB, the BBR prepared a feasibility study for the LBO I subproject, which was presented to the Building and Spatial Commission on 22.06.2022 and serves as the basis for the establishment of an ES building.
The Luisenblock Ost is divided into the following components:
- Component A1: primarily used as an office and administration building for members of parliament, 3 basement floors (including 2 underground parking floors for approx. 190 parking spaces) and 7 upper floors (upper floor) for approx. 320 offices, meeting rooms, 4 committee meeting rooms, 1 tap-proof conference room.
- Building B: primarily used as an office building for the Bundestag administration as well as a data center, 2 basements and 7 floors with 68 offices.
- Building C: predominantly office and archive use, central post office of the Bundestag with postal X-ray section on the ground floor, 2 basements and 7 floors with 138 offices.
- Existing building boiler house K and workshop building W with rooms for training purposes and a catering facility, 2 or 4 floors, 1 basement
- Connection to the underground development system (UES) through the north tunnel T5 across Luisenstraße below components B and C for cars/trucks and the continuation as tunnel T2 to the underground car park under component A for cars and trucks up to 7.5 t.
- T3 pedestrian tunnel between section A and Marie-Elisabeth-Lüders-Haus (MELH).
Requirements planning:
User demand planning includes the following key areas of use:
- Up to 565 office units, including approximately 260 parliamentary offices and 80 for parliamentary committees,
- 4 committee meeting rooms and 1 meeting room secured against eavesdropping,
- catering facilities,
- Stacks and archive areas,
- delivery of goods with postal X-ray inspection and distribution center,
- Data center
- Approx. 170 parking spaces for cars and 20 for vans
The space requirement amounts to a total of approx. 33,600 m² NF.
Costs and areas:
The cost calculation still to be prepared for ES-Bau takes into account the requirements planning prepared by BTV, supplemented together with the building administration, and the area potential proven in the 2022 feasibility study with a gross floor area (GFA) of approx. 66,600 m², of which approx. 43,400 m² above ground and approx. 23,200 m² underground.
Scheduling:
In the current state of scheduling, there are the following important milestones:
- Announcement of the architectural competition April 2023
- Parallel to the competition, the award procedure for the other planning parties in 2023
- Competition decision February 2024
- Submission of the budget document and approval plan June 2026
- Building permit January 27
- Start of preliminary measures (pipeline laying, construction road, demolition): from November 2023
- Start of construction main measure January 2027
- Completion of construction in 2032
- Handover to the user in 2034

A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
