The subject of the contract is the implementation of a measure in accordance with section 16 (1) sentence 1 SGB II in conjunction with section 45 (1) sentence 1 no. 1 and 2 SGB III for the Job Center Cologne.

The measure is a combination of elements for:

- introduction to the training and employment market (§ 16 (1) SGB II in conjunction with § 45 (1), p. 1, No. 1 SGB III),

- Establishment, reduction or elimination of placement impediments (§ 16 (1) SGB II in conjunction with § 45 (1) S.1 No. 2 SGB III).

The measure is intended as an offer mainly to overcome barriers to placement to beneficiaries under the Second Book of Social Code (SGB II) with special support needs. The participants are guided in the long term to the integrative offers of the client. If necessary, the transfer of the participants in longer-term accompanying offers of the Cologne help system.
