Service support for areas of the IT system house as well as the central IT with a volume of 7,859 PM

GfB SE within the BA IT system house is responsible for the new and further development as well as for the care and maintenance of well over 120 IT procedures. In parallel, several IT development projects are being carried out.

In 2021, the IT service framework agreement 8th RV-SE (12-20-00537) was put out to tender.

The performance of the 8th RV-SE was awarded in 2021 and was divided into four lots:

• Lot 1 - IT services for IT procedures

• Lot 2 - IT services for projects

• Lot 3 - IT services for other tasks

• Los 4 - IT-Technologieberatung

The IT services to be provided under this framework agreement are intended to enable GfB SE to successfully respond to short-term requirements in the information technology support of changed or newly emerging business processes.

The BA's system landscape is heterogeneous. There is a need for IT services in the area of development and support for JAVA, CORBA (C ++), UNIX (C), SAP-ERP, web applications and web services as well as in the area of office programming. Changes in technology will change demand. For the online area, the use of modern front-end technologies (JavaScript toolkits) should be mentioned as an example.

In addition, IT services are required for the requirements analysis and the formal documentation of the requirements, the functional and technical test as well as the updating of the application architecture. Task completion will increasingly take place in interdisciplinary teams (e.g. Scrum teams). In the area of project management, the BA needs IT services to support IT projects. The Architecture department is to be supported in the further development of reference architectures, guardrails and best practices on the basis of the IT strategy.

Furthermore, IT technology consulting services are required in individual cases.

The subject of this call for tenders is once again the services of Lot 1 - IT services for IT procedures.

The reason for the renewed invitation to tender for the lot is the early exhaustion of the volume of lot 1. A (further) extension of the contract volume by way of an amendment to the contract is not possible under public procurement law. Therefore, the subject matter of Lot 1 of the 8th RV-SE will be put out to tender again (until the end of the contract period of the other lots of the 8th RV-SE).

The contract period begins with the award of the contract and ends on 26.08.2024. The service period begins on 11.09.2023 and ends at the same time as the contract period on 26.08.2024.

The estimated call-off volume over the entire term of the contract amounts to approx. 7,859 person-months (PM). One PM is equal to 20 person-days (PT) and one PT is equal to 8 person-hours (PS). The services are required over the entire term of the contract and are successively called up by the BA if necessary. The estimated call-off quantity can be exceeded or undercut, depending on the technical necessities and the budgetary conditions. There is no obligation on the part of the OAG to call it off. Billing is based on actual expenditure.

The maximum quantity for this procurement is 9,430 PM. This value represents the upper limit under public procurement law for the use of the framework agreement and has no connection with the estimated quantities used by the OAG or the budget funds provided by the OAG.

Services that are called up within the term of the contract must also be provided after the end of the contract.
