The Ministry of Foreign Affarids invites tenderers to an open tender contest for the preparation and facilitation of an informal dialgoue forum through a number of round table conferences, with the intention of strengthening and improving the relationship between Europe and Africa.
The relationship between Africa and Europe takes place via parallel processes: Bilateral relations, dialogue between the African Union (AU) and the EU, as well as European multi-lateral fora outside the EU. The EU and the EU Commission would like to have a new relationship between Africa and Europe where there is more emphasis on political cooperation and more equal conditions, including increased commercial collaboration. This is in accordance with the main characteristics of Norwegian Africa policy. The AU and EU are scheduled to adopt a new strategic partnership contract at an AU-EU summit meeting in 2022.
It is in Norwegian and European interests that Europe tries to coordinate its new policy in relation to Africa based on equal conditions, where there is better consultation with both the AU and each individual African country. This requires closer cooperation with European countries. We would therefore like to have an informal forum in order to contribute to strengthening the relationship between Europe and Africa. Such a platform can supplement the more formal processes and provide feedback for them.
The assignment consists of the following:
• The tenderer must prepare and facilitate uformal round table conferences on topical themes that are relevant for the development and improvement of the relationship between Europe and Africa. The conferences must, amongst other things :
o Have moderators who are compentent and experienced within the chosen theme
o Participation from central decision makers within European-African policy, for example, elected politicians, EU commissioners, EU/AU representatives in management positions, etc.
o Be located in European and African capitals where important policies on the relationship between Europe and Africa are adopted.
• The tenderer must finally prepare a report of the completed activities and give advice on how to develop the relationship between Europe and Africa within the conferences' themes.
