The objective of this tender is to enter into a framework agreement with one suitable partner that can provide for the VMBO schools to supply learning resources to the Internal Learning Resources Fund (ILF), to the External Learning Resources Fund (ELF) and to the Facilitated Learning Resources Fund (GLF), LIFO and learning resources from all publishers / development centers of own content that are delivered to the client under a subordinate title. This learning resources partner must be able to provide all learning resources from all publishers. The contracting authority wishes to achieve this goal by means of a European tender for the selection of a learning materials partner according to an open procedure, where the 'tender with the best price-quality ratio' is the starting point.

The volume of supply amounts to approximately 1.6 million per year, based on the most recent figures from 2021. This includes VAT.
