The subject of the contract is the implementation of successive deliveries of road salt for winter maintenance of district and provincial roads in the Zawiercie poviat in the 2023/2024 season. A detailed description of the subject of the contract and the conditions for delivery are specified in the SWZ and the Draft provisions of the contract, constituting Annex No. 1 to the SWZ.
The Ordering Party's demand for the subject of the contract is: 2 900 tons (basic scope), including:
1) for the Renovation and Repair Team in Zawiercie/Kądzielów: Zawiercie, Obrońców Poczty Gdańskiej Street (without number) - in the amount of 1,400 tonnes,
2) for the Team for repairs and repairs in Pilica, 47 Żarnowiecka Street – in the amount of 1,000 tons,
3) for the Renovation and Repair Team in Szczekociny, 6 Włoszczowska Street – in the amount of 500 tons.
Deliveries will be ordered by the Ordering Party successively, depending on the actual current needs, which will result from the prevailing weather conditions. The volume of a single delivery will not be less than 25 tons and will not exceed 150 tons, whereas a single delivery should be understood as delivery to warehouses at the headquarters of one, two or three Repair and Repair Teams.
Salt being the subject of the order must meet hygienic and quality requirements, i.e. have a hygienic certificate issued by the National Institute of Hygiene) and have a positive Technical Opinion issued by the Road and Bridge Research Institute or another document indicating the possibility of use (certificate, current approval certificate or other document indicating the possibility of use on roads in the area
European Union). During the performance of the contract, the Contracting Authority has the right to request the Contractor to submit the above current documents.
Requirements:
(a) chemical composition:
- NaCl – min. 92 %;
- SO₄ – max. 3,0 %;
- H₂O – max. 3.0%;
- K₄Fe (CN)₆ (żelazocyjanek potasu - antyzbrylacz)- 40 mg/kg
- water-insoluble parts - max. 8,0%
b) grit with a fraction of 1 to 6 mm:
- grains below 1 mm - 20% max,
- grains over 6 mm - 10% max.
Road salt supplied must be: rock, mine, non-caking, for mixing with sand. The Ordering Party does not allow evaporated salt (accident) or a mixture of brewed and stone. In the Offer Form, the Contractor shall submit a statement that the salt offered by him is rock salt without the addition of evaporated salt (outing) and meets all the parameters indicated in the SWZ. The supplied road salt should meet the requirements contained in the Polish Standard
PN-86/C-84081/02 NOTE: The new edition of the above-mentioned standard, i.e. "PN-C-84081-2:1998 Salt (sodium chloride) Food salt" replaced the old standard PN 86/C-84081/02, eliminating the term "road salt" and not giving any requirements for road salt.
It is hereby recognised that for the assessment of salt used in road construction the requirements of the old standard are appropriate and should continue to apply.
The lead time for a single delivery can be up to 5 working days from receipt
orders from the Ordering Party.
The subject of the contract should be transported in bulk, without packaging by self-unloading trucks, technically efficient to ensure timely deliveries.
The Contractor is obliged to use only such means of transport that will not adversely affect the quality of the transported material, in particular its moisture. The quantity and efficiency of means of transport should guarantee timely deliveries. The Ordering Party requires that the vehicles used to perform the subject of the contract meet the requirements of the Act of 11 January 2018 on electromobility and alternative fuels
