In 2001, the municipality of Hillegom started preparations to realize a residential care zone in the Elsbroek district. The realization of the residential care zone was planned in three phases. Phases 1 and 2 have been realized, delivered and taken into operation and management. Phase 3 is the final phase of the integral (re) development project for the Elsbroek-Zuid residential care zone. Phase 3 is, as far as possible, a normal residential area where a mix of families, starters, the elderly and target groups with a request for help live, in a mix of affordable rental, more expensive rental and owner-occupied homes.

The municipality of Hillegom wishes to select a market party that, within the frameworks and conditions:

• Develop an integral plan.

• The land of the municipality is declining and ready for construction.

• Realize the plan entirely at your own expense and risk.

• The public space incl. Parking spaces and green areas is ready for residential use and returns to the municipality for free.
