Introduction and operation of a public bicycle rental system in Halle (Saale)
In order to achieve the federal government's climate targets for the transport sector by 2030, CO2 emissions must be significantly reduced and motorised private transport must be shifted to transport from the environmental association. In order to realize this, a wide variety of travel chains and travel occasions of the target groups must be better supported by investing in the fine development of residential areas, in the linking of public transport offers with each other and with the means of transport of the environmental association, in the offer of public transport, the connection of POIs, the integration of cycling in particular as well as in multimodal offers and eMobility.
As a measure in the public transport model project STADTLand+, Hallesche Verkehrs-AG is striving to create an attractive multimodal overall offer.
The establishment of a public bicycle rental system in Halle (Saale) is intended to strengthen and promote climate-friendly mobility and increase the attractiveness of public transport. The following user groups in particular benefit from the offer in Halle (Saale): visitors to the city, commuters and business travellers, leisure cyclists, new residents, families, students and trainees. In order to achieve these goals, the bicycle rental system Halle (Saale) is to offer the three types of bicycle conventional bicycle, pedelec and cargo bike.
HAVAG as the client (AG) intends to conclude a contract for the operation of a public bicycle rental system in Halle (Saale). The bicycle rental system is to start from 01.08.2023.
In connection with the SL+ funding project, the contractor (contractor) must consider four aspects and take them into account in the planning and implementation of the bicycle rental system:
1. As part of the SL+ project, ten so-called mobility stations are being built. Bicycles must be provided at these.
2. As part of SL+, HAVAG is developing a multimodal mobility platform (in the form of an app). The bike rental system must be integrated into the app. The app is not exclusive, but the primary means of access to the offer.
3. HAVAG is planning a multimodal tariff, which includes, among other things, the use of rental bikes with free minutes.
4. The bicycle rental system, like all other products developed within the framework of SL+, is communicated under the umbrella brand movemix.
Furthermore, the Client will request two alternative offers with the 1st offer (see Section II. Subject matter of the order File A1 General information on the procedure).
Option A:
Order for 400 conventional bicycles, 30 pedelecs and 6 cargo bikes (firm order as of 01.08.2023)
Optional order 1: 50 conventional bicycles (delivery 3rd quarter 2023)
Optional order 2: 50 conventional bicycles, 30 pedelecs, 6 cargo bikes (delivery 1st quarter 2024)
Optional order 3: 20 pedelecs, 8 cargo bikes (delivery 2nd quarter 2024)
Variation B:
Order for 400 conventional bicycles, 30 pedelecs with exchangeable battery and 6 cargo bikes (firm order as of 01.08.2023)
Optional order 1: 50 conventional bicycles (delivery 3rd quarter 2023)
Optional order 2: 50 conventional bicycles, 30 pedelecs with removable batteries, 6 cargo bikes (delivery 1st quarter 2024)
Optional order 3: 20 pedelecs with exchangeable battery, 8 cargo bikes (delivery 2nd quarter 2024)
