Removal of silting in the area of the upper avant-port of the lock in Borek Szlachecki

The subject of the contract is the service entitled: "Removal of silting in the area of the upper avant-port of the lock in Borek Szlachecki".

The detailed scope and type of works to be performed under the contract, the conditions for its implementation and the obligations of the Contractor shall include:

- Description of the subject of the contract - Annex No. 2 to the SWZ

- Template of the cost estimate - Annex 3 to the SWZ

- Model contract - Annex 1 to SWZ

The subject of the contract is the service entitled: "Removal of silting in the area of the upper avant-port of the lock in Borek Szlachecki".

It will consist in clearing the bed of the Łączany-Skawina shipping and energy channel, in particular the removal of sedimentary material deposited in the area of the upper outer port of the lock in Borek Szlachecki. (Appendix 1 topographic map). The sedimentary material, derived from clearing the channel and power channel, will be used to fill in the gaps in the bank and bottom at km 60+800 – 61+620 the right bank of the Vistula in the city of Krakow - Tyniec, Kraków county, Lesser Poland Voivodeship. The Łączany-Skawina Canal is one of the hydrotechnical structures of the Complex of Hydrotechnical Facilities Łączany – Skawina and is an important element of the inland waterway of the Upper Vistula.

In accordance with the Regulation of the Council of Ministers of 7.05.2002 on the classification of inland waterways, the Łączany-Skawina navigable and energy channel was included in the second class of the waterway. According to the Regulation, the canal should have operational parameters for class II, including a minimum depth of 2.2 m. The canal was partially silted up by the deposition of sedimentary material - earth-gravel-sand material, moving along the Vistula river bed and flowing into the canal. Along the entire length of the canal, bottom sediments caused shallow and narrowing of the riverbed, causing difficulties in navigation for vessels using the shipping channel and lock in Borek Szlachecki. The deposited sedimentary material results in a reduction in the capacity of the canal, which is to provide water for the locking of units and ensure water intake for technological (cooling) purposes of the CEZ Skawina S.A. Power Plant and for the production of electricity by SHP CEZ Skawina S.A. in Borek Szlachecki.

The order includes the removal of silting of the outer port of the upper lock in the amount of 10,000 m³ - the average thickness of bottom sediments is approx. 1.5 m.

The material obtained from the clearing of the Łączany-Skawina canal will be moved by water and used in its entirety to partially fill in the gaps in the bank and bottom of the Vistula at km 60+800 – 61+620 b. right in the city of Krakow - Tyniec, Kraków county, Lesser Poland Voivodeship.

In this section of the Vistula, as a result of the passage of subsequent flood waves and floods, the regulatory structure protecting the river bank was damaged, which consequently intensified the erosion of the bottom and the bank, resulting in the formation of gaps in the bank and bottom.

Scope of work to be performed:

As part of this task, works in the field of water maintenance listed in the Water Law of 20 July 2017 will be continued, consisting in maintaining the state of the bottom or banks, in accordance with Article 227, paragraph 1 aimed at:

- ensuring conditions enabling the use of water, in accordance with Article 227.2, point 3, including maintaining the water table at a level enabling the functioning of water facilities, ensuring water intake for technological (cooling) purposes of the Power Plant of CEZ Skawina S.A., through the energy channel and for the purpose of electricity production by SHP in Borek Szlachecki CEZ Skawina S.A.,

- ensuring the operating conditions of inland waterways, in accordance with Article 227.2, point 4. - maintaining minimum depths for navigation, ensuring water intake for the purpose of locking vessels;

implemented by

- clearing inland surface waters by removing blockages hindering the free flow of water and removing silt and debris,

- movement of extracted sedimentary material within surface waters

- filling of breaches in the banks and bottom of inland surface waters,

The subject of the contract includes the execution of the following scope of works:

-removal of silting in the area of the outer port of the upper lock, Total volume of desilting of about 10,000 m³.

- transport of material by water to the place of infill along with locking,

- filling in the gaps in the bank and bottom of the Vistula at km 60+800 – 61+620, right bank in the town of Kraków – Tyniec.Total capacity of the infill of about 10 000m3
