Description:
Provision of municipal waste management services in the Janowice Wielkie commune

Acceptance by the Regional Municipal Waste Processing Installation (RIPOK), selected in the course of these proceedings, waste from the operator, i.e. an entity selected in a separate procedure, authorized by the Janowice Wielkie Commune to collect waste from the Janowice Wielkie commune and obliged to hand over waste municipal to RIPOK; and their development.

a) Acceptance by the Regional Municipal Waste Processing Installation (RIPOK), selected in the course of this proceeding, of waste from the operator, i.e. an entity selected in a separate procedure, authorized by the Janowice Wielkie Commune to provide waste collection services from the Janowice Wielkie commune and obliged to forwarding municipal waste to RIPOK;

b) management of municipal waste, collected in a selective manner, supplied by the operator from residential and uninhabited real estate from the commune of Janowice Wielkie, including:

- 15 01 01 - paper and cardboard packaging,

- 15 01 02 - plastic packaging,

- 15 01 04 - metal packaging,

- 15 01 05 - multi-material packaging,

- 15 01 07 - glass packaging,

- 16 01 03 - worn tires,

- 17 01 07 - mixed waste from concrete, brick debris, ceramic waste and furnishings other than those mentioned in 17 01 06,

- 17 09 04 - mixed construction, renovation and dismantling wastes other than those mentioned in 17 09 01, 17 09 02, 17 09 03,

- 20 01 32 - medicines other than those mentioned in 20 01 31,

- 20 02 01 - biodegradable waste,

- 20 02 03 - other non-biodegradable waste,

- 20 03 01 - unsorted (mixed) municipal waste,

- 20 03 07 - bulky waste,

- 20 03 99 - municipal waste not mentioned in other subgroups.

c) The mass of municipal waste sent for management in the period from September 2018 to August 2019 was:

- 15 01 01 - paper and cardboard packaging - 14.52 Mg,

- 15 01 02 - plastic packaging - 88.92 Mg,

- 15 01 04 - metal packaging - 3.00 Mg,

- 15 01 05 - multi-material packaging - 2.20 Mg,

- 15 01 07 - glass packaging - 85.74 Mg,

- 16 01 03 - used tires - 8.10 Mg,

- 17 01 07 - mixed waste from concrete, brick debris, waste ceramic materials and equipment elements other than those mentioned in 17 01 06 - 4.72 Mg,

- 17 09 04 - mixed construction, renovation and dismantling wastes other than those mentioned in 17 09 01, 17 09 02, 17 09 03 - 69.88 Mg,

- 20 01 32 - medicines other than those mentioned in 20 01 31 - 0.06 Mg,

- 20 02 01 - biodegradable waste - 27.20 Mg,

- 20 02 03 - other non-biodegradable waste - 26.62 Mg,

- 20 03 01 - unsorted (mixed) municipal waste - 1,036.96 Mg,

- 20 03 07 - bulky waste - 135.72 Mg,

- 20 03 99 - municipal waste not mentioned in other subgroups - 0.78 Mg.

The bidder should consider the above masses when submitting an offer. In addition, he should provide the price for 1 Mg of each fraction separately in Annex 1 to the ToR - the offer form.

c) The level of recycling and the level of reduction of the biodegradable municipal waste mass storage.

1. The level of recycling and the calculation method shall be in accordance with art. 3b of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2018, item 1454 consolidated text) and implementing regulations.

2. The level of limiting the storage of mass of biodegradable municipal waste will be calculated according to the formula from Annex 2 of the Regulation of the Minister of the Environment of 15.12.2017 on the levels of limiting the storage of mass of biodegradable municipal waste (Journal of Laws of 2017, item 2412) taking into account the provision of art. 3c of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2018, item 1454 consolidated text) and implementing regulations.

3.6. Too much:

a) The Contractor is obliged to weigh all collected waste, broken down into individual fractions, on a verified balance;

b) The Contractor shall be fully liable to the Employer and third parties for damages arising during the implementation of the subject of the contract;

c) The Contractor is obliged to accept all waste from the Janowice Wielkie commune delivered to RIPOK by the operator;

d) The contractor is obliged to accept waste from the operator during RIPOK's working hours.
