The agreement concerns technical advice and assistance in total advice in connection with the contractor's establishment of infrastructure at Enghave Brygge, including subway station, roads, canals and bridges (construction works). In 2024, the Sydhavn Line will open with 5 new stations, including Enghave Brygge. The current local plan for the area, local plan no. 494 of 19 January 2015, does not allow for a subway station, i. because of the impact the subway has on the traffic infrastructure and buildings around the station. Therefore, a supplement to the applicable local plan must be prepared, which includes the part of the local plan area where the upcoming metro station will be located as well as the consequences it has for the adjacent building fields affected by the construction of the metro station site.

The background material for the preparation of the local plant supplement is available in draft form. It is annexed to the draft agreement on technical advice and assistance. Proposals for the local plant supplement are expected to be submitted in public consultation by mid-2020, and an approved local plan is expected by the end of 2020.

In connection with the subsequent development of the urban area, By & Havn must obtain a building permit for the infrastructure project, which includes the subway station, the adjacent roads within the local plan area as well as the adjacent canals and the bridges over the canals.

Prior to the completion of the construction work, By & Havn must therefore have worked and designed the infrastructure project in total advice, based on requirements and frameworks in the local plant supplement, up to an approved government project (the task covered by the contract for technical advice and assistance). The service being offered is an approved infrastructure surface project in accordance with the upcoming local plant supplement and the attached drawings. The assignment includes interior design of all areas that are not included in construction sites or islands. Among other things, project material is prepared for:

- Government project,

- Floor plan and material selection for all surfaces of roads, subway stations and walks,

- Location and design of spun and bulwark on the main canal along Nelson Mandela's Alley and spun and bulwark on the lateral canal along Bertha von Suttner's road,

- 2 road bridges over the main channel and 1 road bridge over the side channel,

- Conducted traffic and accessibility audits,

- Inventory description in accordance with material catalog,

- Planting plan,

- Cot and water drainage,

- Light calculations.

There are options for further planning in total consultancy as well as consultancy services during the execution and delivery phase.
