TNW_Klinikum St. Marien Amberg_Entwässerungsanlagen am Klinikumsgelände_Planungsleistungen civil engineering structures and TA, TWP (if necessary)

The Amberg Clinic intends to award planning services for drainage systems on the premises of the hospital. The background to this is that the civil engineering office of the city of Amberg has demanded the requirement to reduce the drainage volumes for the entire area of the hospital from currently 709 l/s to 70 l/(s*ha), i.e. approx. 350 l/s. To meet these requirements, a solution concept was developed consisting of 2 restraints; a mixed water retention at the Outpatient Surgery Center (AOZ) and a rainwater retention at the visitor parking lot. Accordingly, the drainage retention is to be erected in 2 places:

- as an underground backwater dam on Marienstraße (construction phase 1) for combined water retention at the AOZ

- as an underground backwater tube at the visitor car park, Mariahilfbergweg (construction phase 2) as a rainwater retention

Contracts are awarded as part of a phased assignment for:

BA 1:

The basic services of service phases 5 - 9 for the object planning of civil engineering structures in accordance with § 43 para. 1, p. 2 HOAI 2021, Part 3, Section 3, as well as the special service of local construction supervision and the monitoring of the rectification of defects within the limitation period.

In addition, the services of phases 5 - 9 that may be required for a drainage system functioning in accordance with the generally accepted rules of technology are awarded in the technical planning service profile in accordance with § 55 para. 1, p. 2 HOAI 2021, part 4, section 2 of plant groups 1, 4 and 7, 8. Here, too, if necessary, the monitoring of the rectification of defects within the limitation period as a special service.

If necessary, also, if necessary, the preparatory work for structural design/reinforcement acceptance.

Since the hospital may be able to make use of subsidies, the planner is also expected to provide advice and assistance in the application and billing (including proof of use) of subsidies and is remunerated as a special service (lump sum).

BA 2:

The basic services of service phases 2 - 9 for the object planning of civil engineering structures in accordance with § 43 para. 1, p. 2 HOAI 2021, part 3, section 3 as well as the special services of local construction supervision and monitoring of the rectification of defects within the limitation period. In addition, the services required for a drainage system that functions properly in accordance with the generally accepted rules of technology, phases 1 - 9 in the scope of services for technical planning, technical equipment in accordance with § 55 para. 1, p. 2 HOAI 2021, part 4, section 2 of plant groups 1, 4 and 7, 8, are also awarded here. As a special service, the monitoring of the rectification of defects within the limitation period, if necessary.

As part of or after completion of this measure, the visitor parking lot on Mariahilfbergweg is to be "upgraded". This is currently not (yet) the subject of the tender

For this 2nd construction phase, too, the planner is expected to provide advice and cooperation in the application and billing (including proof of use) of subsidies and is remunerated as a special service (lump sum).

On the part of the city of Amberg, a timely implementation of the already approved drainage planning (by the end of 2023) is to take place.

- as an underground backwater dam on Marienstraße (construction phase 1) for combined water retention at the AOZ

- as an underground backwater tube at the visitor car park, Mariahilfbergweg (construction phase 2) as a rainwater retention

Intensive preliminary planning and coordination with the civil engineering office have already taken place for the MWR (BA1), Marienstraße, which resulted in an approved drainage plan, as of December 2022. According to an earlier cost calculation, as of September 2021, the eligible costs, KG 300,400, and 700 amount to a total of EUR 712,940.19 (no longer current). The calculations for the dimensioning of the Marienstraße retention are also available.

For the input planning 12/2022, the technical facilities were reduced at the expense of the necessary personnel maintenance effort (no tipping tubs for sediment removal); however, a revision of the cost calculation of 09/2021 did not take place. For this reason, the eligible costs (KG 300, 400) are currently given as EUR 500,000.00 net for obtaining an offer.

Here, further planning is to become part of the planning services to be commissioned.

For the planned measure on Mariahilfbergweg (BA2), the planning services have not progressed so far, there is a site plan for the backwater canal, outlined in the existing plan of the visitor car park as well as an overview of the current existing lines with future - planned since 2017, but postponed - parking lot redesign. Here, planning services are required for rainwater retention, which was not provided for in the previous parking lot planning, from service phase 2 (incl. 2). Although there is no cost estimate, it is assumed that the structural complexity is lower here, that the scope of the civil engineering work will be greater compared to BA 1 and that the costs are therefore likely to be similar.

Here, too, the eligible costs are quoted as EUR 500,000.00 net (KG 300, 400) for obtaining an offer.

However, the total discharge rate must always be taken into account under optimization approaches, so that, for example, a reduction in the discharge rate at BA 1 would lead to an increase in BA 2, with a direct effect on the backwater volumes and the associated chargeable costs of the respective construction phase.
