The contract takes the form of a global design-build contract, which consists of simultaneously entrusting the carrying out of studies (design) and the execution of works (implementation) to a group of economic operators.

The consortium will be composed of a contractor builder, an architect and one or more design offices. The group will be a joint group whose representative will be jointly and severally liable with the other members of the group. The representative of the consortium will necessarily be the builder contractor.

The objective of the consultation is to identify the means to best meet the needs and requirements of Habitats de Haute-Alsace based on the functional programme attached to the consultation file
