The assignment concerns the provision of an ADaaS service in accordance with the principles and preconditions that will be described in the Invitation to Tender. This will leave a lot of room for candidates to use their own expertise and experience to design the services. The service provider ultimately provides operational implementation of the ADaaS services of the contracting authority. The contracting authority thus outsources the actual performance of its ADaaS services to the service provider.

It is emphatically about purchasing a complete, integrated service from a service provider. The contracting authority acts as the coordinator at the strategic / tactical level regarding the service provision and the Framework Agreement. This means that in this capacity, the contracting authority is responsible with regard to the Framework Agreement and the fulfillment of the contract by the service provider for matching the supply and demand of
