The focus area for this task is to examine different scenarios for how the Baltic countries (Estonia, Latvia, Lithuania) can achieve their climate and energy targets in the most cost efficient way. Therefore, the study will use BALMOREL, TIMES, MARKAL and MESSAGE modelling tools or a combination of them or other appropriate modelling tools. The study will be conducted in cooperation with identified Baltic researchers or institutions as described in the ‘Invitation to Tender’.

The supplier shall:

— Gather relevant data for the Baltic energy system and GHG-emissions,

— Define scenarios and modify models to give a good representation of the Baltic countries,

— Analyse, discuss and write report.

The results should also be able to provide country-specific information according to the Energy Union's general framework for integrated national energy and climate plans.
