The subject of the contract is the modernization of the existing system of telecommunications equipment of the transport layer Dense Wavelength Division Multiplexing (DWDM) Nokia 1830 Photonic Service Switch (PSS). The modernization in particular concerns the change of the current optical architecture of the CDC-F ROADM (Colorless, Directionless, Contentionless – Flex Reconfigurable Optical Add/Drop Multiplexer) topology devices. An additional goal of the work is to introduce the Generalized Multi-Protocol Label Switching (GMPLS) functionality to the system, automatic connection recovery in the event of multiple failures. Modernization should be carried out in 7 backbone nodes of the Eastern Polish Broadband Network – Lubelskie Voivodeship (SSPW-WL) based on IRDM-20 cards or equivalent. The modernization in question should be carried out on the terms and conditions set out in the Description of the subject of the contract constituting Annex No. 1 to the SWZ and the Essential provisions of the contract constituting Annex 3 to the SWZ.

The modernization in question should be carried out on the terms and conditions set out in the Description of the subject of the contract constituting Annex No. 1 to the SWZ and the Essential provisions of the contract constituting Annex 3 to the SWZ.

The subject of the contract includes:

1) delivery of brand new IRDM20 – 20D ROADM SWG AMP (3KC69751AA) cards or equivalent cards – 16 pieces;

2) delivery of brand new MCS8-16 MultiCastSwitch 8-deg 16-port cards (8DG62474AA) or equivalent cards – 16 pieces;

3) delivery of brand new MSH4-FSB FLEX STACKABLE FIBSHUF (8DG63726AA) cards or equivalent cards – 9 pieces;

4) delivery of brand new AAR2X8A Amp Array 8-amps 2xMCS (8DG63767AA) cards or equivalent cards – 16 pieces;

5) delivery of brand new 32EC2 cards - High-performance Equipment Controller (8DG62635AA) or equivalent cards - 14 pieces;

6) delivery of necessary accessories for assembly and modernization of the optical part in 7 skeleton nodes;

7) delivery of licenses and software enabling the launch of all system components both on 1830PSS32 network elements and in the NFM-T management system;

8) execution of the necessary preparatory and installation work in 7 nodes;

9) switching active services to the new system within the time agreed with the Ordering Party;

10) implementation of GMPLS functionality to the extent allowing automatic connection recovery in the event of multiple link failure between 260SCX2 transponders;

11) performing control works and acceptance tests confirming the correct operation of the new system architecture and services along with checking their resistance to failures;

12) providing a 12-month guarantee for the work performed

Currently, the Ordering Party operates Nokia DWDM 1830 PSS-32 network components with software version 14.08 and the NFM-T version 22.6 network components within SSPW-WL. The subject of the contract concerns the modernization and supplementation of elements of the operated Nokia system.

Within 7 days from the date of signing the Agreement, the Contractor shall prepare a document describing the stages of the modernization process of 7 nodes of the DWDM system in order to obtain the Ordering Party's approval for its implementation. The works will be carried out in the following skeletal nodes of the Ordering Party: Włodawa wlo.wn.1; Chełm chl.wn.1, Krasnystaw krw.wn.1, Biała Podlaska bip.wn.1, Parczew par.wn.1, Lubartów lbr.wn.1 and Lublin or.wn.1. Node upgrades should be preceded by testing all 7 network elements using Health Check (HC) or an equivalent tool. The Contractor shall present to the Contracting Authority the result of the HC or equivalent test before commencing work on network elements. The Contractor shall draw up a schedule of works that will cause interruptions in the operation of services and shall provide it to the Contracting Authority within min. 5 working days before the start of work.

The place of delivery is the Network Management Centre based in the Lublin Science and Technology Park in Lublin, Bohdana Dobrzańskiego 3, 20-262 Lublin. The contracting authority provides for the award of contracts referred to in Article 214(1)(8) of the Public Procurement Law.
