Description:

Lifting and handling equipment. Lifting Equipment and Handling (LEaH): Maritime Equipment Systems (MES) has a future requirement for the design, supply, manufacture and repair for a wide and diverse range of lifting and handling equipment for use by the Royal Navy, Army and RAF. The requirement also covers the need for a wide range of associated technical services and assistance.

The requirement will cover general lifting equipment for use in marine and land based environments where the successful candidate will be required to demonstrate competence and experience with the supply, manufacture, repair, testing and information management of lifting equipment.

The requirement will also include the requirements associated with the Low Magnetic Equipment required by the Mine Counter Measures (MCM) Flotilla.

The equipment will include, but is not necessarily limited to;

— Steel Wire Rope Assemblies;

— Steel Wire Rope (by length or by coil);

— Steel Wire Rope Fittings (e.g thimbles, ferrules etc);

— Chain Blocks;

— Chain Hoists;

— Lever Hoists;

— Shackles;

— Master Links;

— Lifting machines;

— Slings;

— Webbing items (Straps and Slings);

— Chains;

— Hooks (general);

— Quick Release Hooks (off-load);

— Specialist items for lifting and access.

The equipment supplied under this requirement shall be compliant with the legal and statutory requirement for lifting equipment will include, where appropriate, the following standards and codes:

– MoD Defence Standards

– LOLER

– CLAME

– Classification Society's rules

– MCA regulations

– BR 3027

Additionally, the successful contractor will be required to assume responsibility for the management and control of the Lifting Equipment Management System (LESMS) fitted to fleet's platforms.

Contract requirements may include but not be limited to the following services and supply:

– Project management,

– Post Design services,

– Provision of spares and consumables,

– Repairs of spares and components,

– Overhaul of equipment and sub-assemblies,

– Provision of reactive engineering support,

– Rationalisation of spares lists,

– Obsolescence management,

– Training,

– On-Site survey and Inspection of lifting equipment,

– Provision of Load Testing Services.

The contract may contain lists of items that will only require pricing during the duration of the contract when ordered by the Authority.

Suppliers wishing to express an interest in this requirement will be required to complete and submit a pre-qualification questionnaire to confirm their suitability to be included in the tender panel for this requirement.

A contract with a single prime supplier for the complete requirement is the Authority's preferred option.

Reverse Auction may be considered for final selection.

Suppliers must have the following:

QA Standards: BS EN ISO 9001:2008 with 3rd Party Certification accredited/recognised by UKAS, with an appropriate scope to meet the requirement. In the event that no ISO certification is held, the Company must be able to demonstrate that they operate and maintain a business/quality management system acceptable to the Department within that same scope.

Suppliers must be willing to trade electronically using the Purchase to Payment (P2P) business process.
