The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSF) has been supporting civic engagement for refugees since the beginning of 2016 with the cross-departmental action program "People Strengthen People", which includes a sponsorship program as well as a host family and guardianship program.

The impact analysis, like the first impact analysis, is limited to the sponsorship program "People Strengthen People"; Host family / guardianship effects are not part of the investigation. In order to verify the goals, the impact analysis, taking into account the findings of the first impact analysis, is to investigate the importance of sponsorships for the various participants / levels and to examine the processes / process quality. One focus will be the impact of expanding the program to new target groups.

The investigations should begin as soon as possible after completion of the tendering process within the third quarter of 2019.
