1. Information on the construction project

- General description:

The Ernst-Posner-Bau (EPB) is a warehouse building on the property of the Federal Archives at Finckensteinallee 63, 12205 Lichterfelde. The rectangular building with ground floor and 4 upper floors has a partial basement. Its dimensions are about 92 by 53 meters. The building contains storage rooms with more than 110 km of archive and library material, workrooms for the stacks service and the central visitor reception with event hall. The company's internal space has been in use since 2010. The public area was handed over in 2021.

Currently, mainly luminaires with conventional tube technology (T8/T5) as well as compact fluorescent lamps and halogen lighting are in operation. In traffic and technical areas, some of the existing general luminaires are designed as emergency luminaires. Lighting control systems are only used in the magazine rooms via motion detectors.

Existing documentation is available for the luminaires in the existing building (floor plans with luminaire types drawn, lists of luminaire types with AKS designations and data sheets).

The entire interior lighting of the Ernst Posner Building (including emergency and safety lighting) is to be converted to LED technology while retaining the light points. In total, more than 2,200 luminaires are affected.

Before modernizing the lighting system, the existing electrical installation must be evaluated according to valid legal requirements and the current state of the art (e.g. ASR, AMEV, DIN). All installations (cable outlets for luminaire points, switches/buttons) should be retained as far as possible.

For the individual luminaire types, it must be examined from an economic and design point of view whether an upgrade makes sense or whether a complete 1:1 replacement of the luminaires is best. The replacement of T5/T8 tubes with retrofit solutions is not permitted due to legal and technical concerns (see AMEV 2019, point 10.2.2).

In addition, in relevant usage zones, lighting control that is economical and appropriate in terms of ease of use / acceptance in accordance with the Building Energy Act / AMEV recommendation is to be retrofitted with daylight-dependent sensors and/or presence detectors.

The measures will be implemented during ongoing operations. The contract includes the provision of services for the modernization of the interior lighting to LED, including all necessary ancillary work and handover of a maintenance plan.

Special services include:

- Elaboration of an alternative design for equipping office workplaces with HCL - Human Centric Lighting. The results of this planning are to be summarised in a decision document. The client decides on the implementation after examination under constructional and economic criteria.

- Documentation of existing buildings in accordance with BFR GBestas

- Client, User:

Federal Institute for Real Estate (BImA) represented by the Federal Office for Building and Regional Planning (BBR),

- Building use: libraries / archives

- Type of construction project: Modernization during ongoing operation

- BGF/BRI: 24,000 m² / 109,000 m³

- Project costs (net) for KG 200-600 according to DIN 276: 1,350,000.00 (preliminary cost estimate)

The project cost target is set according to performance level 1.

- Project duration: 20 months

Object of the order

- Performance range: Technical equipment according to HOAI, plant group 4

- Scope of services: Lph 2 - 8 Basic services and special services, fee zone II

- Start/end of service provision: Q4 2023 - Q2 2025

A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
