The tendered task includes the design and establishment of a new wastewater treatment plant for the New Odense University Hospital (New OUH), as well as subsequent operation, service and maintenance of parts of the wastewater treatment plant ("Rense-teknikken") over a longer contract period. The "purification technique" consists of, among other things, buffer and equalization tanks, biological tanks with polishing technology, pump sump and collection tank as well as pressure line.

The tender implies that there is a total supply of:

a) Design and establishment of a complete wastewater treatment plant during the construction phase

b) Operation, service and maintenance of the "Purification Technology" in a subsequent Operating Phase of 10 years.

The contract period is set to optimize the project's long-term total economy.

The task is also accompanied by a right of deferral. Further details are given below in points II.2.4) and II.2.7)

With this tender, the Region of Southern Denmark wishes to offer a comprehensive solution comprising the design and establishment of a new treatment plant for all sanitary wastewater discharged from New OUH (hereinafter "the Wastewater Treatment Plant") as well as subsequent technical operation, service and maintenance of parts of the Wastewater Treatment Plant ("Purification Technology") during an operational phase of 10 years.

The wastewater treatment plant consists of a building with associated building installations and welfare facilities. Furthermore, the wastewater treatment plant consists of a technical purification solution (the "Purification technique") consisting of, among other things, buffer and equalization tanks, biological tanks with polishing technology, pump sump and collection tank as well as pressure line.

The wastewater treatment plant will be built in New OUH's "Technical City" on developed land including parking and outdoor areas ("The Site"). The wastewater treatment plant must comply with the discharge requirements (including the requirement for a measurement program) set by Odense Municipality in connection with Odense Municipality's discharge permit.

The offer of the "Purification technique" itself includes a purification technical "black box" solution, where the sequence and content of the individual cleaning processes in the overall cleaning process is not the decisive factor, but where the decisive factor is the final cleaning result and the total operating costs (including the total energy consumption).

In addition to the establishment of the Wastewater Treatment Plant, the Supplier must provide, among other things, planning, design, control, testing and documentation in connection with the commissioning of the Wastewater Treatment Plant. At the same time, the supplier must be responsible for technical operation (incl. consumables), service (incl. renewals) and maintenance of the "Purification Technology" in a subsequent Operating Phase of 10 years.

The Region of Southern Denmark wants a supplier who can ensure that high purification results for sanitary wastewater and low total energy consumption in the newly built wastewater treatment plant can be delivered at all times during the contract period. Likewise, the Region of Southern Denmark wants a supplier who, by means of preventive service and maintenance, ensures a purification technical solution in good and well-maintained condition with a high operational reliability in accordance with the functional and technical requirements. For this reason, the wastewater treatment plant is offered with associated technical operation, service and maintenance for a period of 10 years.

The wastewater treatment plant is offered as an approximate public-private partnership, with which the Building and Construction Phase is publicly financed and with which the Region of Southern Denmark makes an ongoing payment of the construction price during the Building and Construction phase. During the Operating Phase, the Region of Southern Denmark will continue to pay for the Supplier to be responsible for the ongoing operation, service and maintenance of technical parts of the Wastewater Treatment Plant (the "Purification Technique"). The supplier ensures that the Purification technology is functional, and the agreement on the provision of operation, service and maintenance is generally irrevocable for the Region of Southern Denmark for 10 years.

The assignment is accompanied by a right of deferral, which means that the Region of Southern Denmark reserves the right to postpone the commissioning of the plant (i.e. the operational phase) for up to 12 months after handover after delivery.
