The subject of the contract is the collection and processing of 6 000 Mg of waste code 19 12 12 12 i.e. — other waste (including mixed substances and objects) from mechanical treatment of waste other than those listed in 19 12 11, produced by the technological process of mechanical treatment of waste at the site of the Plant Disposal of Municipal Waste in Płoszów.
A detailed description of the object of the order is set out Annex 5 to the SWZ.
I. The scope of the object of the order includes
1. Reception, transport and processing including supervision of such activities for waste after the waste processing process, from which a supersite-based fraction designated code 19 12 12 shall be excreted.
2. Estimated amount of waste for development — 6,000 Mg.
3. Reception will be made according to the needs of the contracting authority.
4. The Contracting Authority stipulates that the quantity given in paragraph 2 is an indicative quantity, showing the possible size of the scope of the subject of the contract and may change depending on the needs of the Contracting Authority.
In the case of receipt of waste less than those referred to in paragraph 2, the Contractors shall have no claim provided that the minimum quantity shall be not less than 4 800,00 Mg.
II. Detailed description and scope of the item of the order shall include:
Description of the formation of waste:
The waste in question is formed from the process of mechanical processing of waste. Waste is supplied to the buffer zones of the waste sorting plant technology hall. The waste being landed is pre-checked and the found large-sized waste is selected from the stream of the waste imported and shredded. After that, using the charger, the waste is placed on the tape feeder after which it is fed into the pre-booth, where glass and raw material waste of larger dimensions (e.g. wood, cardboard) are selected. After that, the waste using a conveyor belt ends up on a rotary sieve that is an integral part of the sorting line.
A fraction of more than 90 mm goes into sorting booths where waste for recovery and recycling is segregated — in particular paper, cardboard, plastics, metals, multi-cartridge packaging, wood packaging. Segregated raw materials are dumped into individual boxes located directly below the sorting booths by means of distinct chutes. The residues from the sorting pass even further in each sorting cabin through a magnetic separator (ferrous metal recovery), then routed via a tape feeder system to a “ballast transmitting station” - where containers load occurs. When containers are filled, the waste of the so-called sorting ballast is ready to be given to external entities as a component for the production of RDF alternative fuels. Bulky waste after fragmentation is included in the estimated quantity for development.
III. Description of the order item receipt:
1. Receipt of waste will take place on the basis of a fixed weekly or monthly export schedule. The audit of the accepted schedule will be carried out by verifying the actual receipts in a continuous, daily manner.
2. The Contractor shall receive the means of transport at his own right and at his own expense.
3. The load of waste will be carried out by the Ordering Party on working days from Monday to Friday from 6:00 to 17:00 and on Saturdays each time at the individual order of the Contracting Authority from 6:00 to 13:00.
4. The place of loading the waste is the Plant of the Municipal Waste Disposal Plant in Płoszów at 40 Jeżynowa Street.
5. The waste collected will be weighed each time on a legalised car weight located in the ZUOK. Weighing will be confirmed every time in the BDO system.
6. Waste records documents, i.e., the Waste Transmission Card, shall be drawn up by the Contracting Authority every time through an individual account in the Product and Packaging Database and Waste Management (in accordance with the Waste Act of 14 December 2012, as amended). The document in the form of a weighing proof generated at the Contracting Authority shall provide the exclusive basis for determining the mass of waste received between the Contracting Authority and the Contractor.
