The purpose of this framework agreement is to create or rehabilitate collective playgrounds, fitness and sports areas under the jurisdiction of Saint-Quentin-En-Yvelines and those of the municipalities that are members of the grouping of orders (Les Clayes-Sous-Bois, La Verrière, Montigny-Le-Bretonneux and Elancourt). That framework agreement is therefore the subject of a grouping of orders between several contracting authorities. The coordinator of the grouping of orders is Saint-Quentin-En-Yvelines for procurement operations. The implementation of the framework agreement is then taken over by each local authority. The following are excluded from this framework agreement:- maintenance services for these areas;- the creation of water playgrounds;- the creation of city parks / city stadiums
