To revitalize the former production site of the sewing machine manufacturer G.M. Pfaff AG in Kaiserslautern, which went bankrupt in 1999, the city of Kaiserslautern has founded PFAFF-Areal-Entwicklungsgesellschaft mbH Kaiserslautern (PEG). The property area, which is the responsibility of PEG, has an area of approx. 16.5 ha and was densely built-up by multi-storey administration and operating buildings as well as production halls. In the course of the processing of the site, numerous buildings have already been dismantled or renovated and soil remediation measures have been carried out.
Adjacent are residential and hospital buildings, a mixed area with predominantly commercial use and beyond the railway line a gasworks site of stadtwerke Kaiserslautern. The former industrial site is to be developed into an urban quarter with the uses of research and development, housing, health and sustainable energy supply.
For this purpose, soil remediation measures must be carried out in construction phase 3a in measure O3a.2 to eliminate the soil contamination present in the subsoil, including necessary measures for explosive ordnance clearance measurement and clearance. Furthermore, the surface sealing and the infrastructure (supply and disposal lines) outside the buildings must be dismantled. The site has been identified as a contaminated site.
Freelance services for planning soil remediation and demolition measures, as well as tendering services and construction supervision services are advertised.
Regulatory measure O3a.2 – Planning, tendering and construction supervision of the measures for the dismantling of the building parts still existing underground (floor slabs, basement walls, foundations), surface sealing and infrastructure (supply and disposal pipes) and for soil remediation in construction phase 3a. Furthermore, services for the implementation of the electronic waste detection procedure as well as for the coordination of work in contaminated areas (DGUV 101-104), safety and health protection coordination according to BaustellV and for environmental technical construction supervision must be provided. Planning services of third parties for explosive ordnance clearance measurements and clearance (explosive ordnance clearance concept) must be integrated. Further services are:
- field work and sampling for supplementary building pollutant tests (chemical analyses via existing framework contract),
- Environmental technical construction supervision (incl. explosive ordnance volume clearance), incl. bottom and debris sampling, evaluation of the analysis results, declaration under waste law, documentation of the results from the free measurements (chemical analyses via existing framework agreement),
There is no corresponding performance profile in the Fee Schedule for Architects and Engineers (HOAI). Therefore, the services are to be awarded on the basis of Lph 1 to 8 in accordance with the performance profile of engineering structures §43 HOAI. The order ends with the expiry of the deadline for claims for defects by the construction companies.
The assignment is carried out in stages in written form. In a first step, the services up to and including service phase 4 (approval planning) are commissioned. The commissioning of the following service phases takes place if necessary. at a later date and is subject to the proviso that the state of Rhineland-Palatinate and the city of Kaiserslautern consider the work to be necessary and/or the necessary financial resources are available and that the competent authority sees a need for rehabilitation. There is therefore no entitlement to the commissioning of the entire award-related service phases.
