In implementing Article 15 of the Tobacco Products Directive (2014/40 / EU) and the Commission Implementing Regulation (EU) 2018/574 of 15.12.2017 on technical standards for the establishment and operation of a tobacco products traceability system, the Safety Agency shall designate an ID issuer is responsible for generating and issuing unique identity labels as well as identification codes for tracking tobacco products. The unique identification marks and identification codes must be used in a common European traceability system whose purpose is to prevent and reduce the illicit trafficking of tobacco products.

The task offered includes generating and issuing unique identity labels for the tobacco products that:

1) Marketed in Denmark;

2) manufactured in Denmark and marketed in another EU country where no national ID is required, and

3) manufactured in Denmark and exported from the EU.

In addition, the task includes generating and issuing identification codes for all economic operators and operators of first retail outlets involved in tobacco trade, as well as the plants and machines they use to manufacture, store and handle their products.

For the purpose of issuing unique identification marks as well as identification codes, the ID issuer must provide a digital self-service platform for the application and issuance of the above marks and codes.

The ID issuer can only receive payment for the operational tasks related to the issuance of unique identification marks. The fees for this must be non-discriminatory and proportionate to the number of unique identity labels issued to economic operators, while taking into account the method of delivery of the labels. The ID issuer cannot receive payment for services associated with generating and issuing identification codes.
