The framework agreement will cover the need for competence that the contracting authority does not have access to in
its department on a given date, or when there is an independent need for external
solving of a problem. The framework agreement can also be used if extra capacity is needed.

The contracting authority is working towards modernising statistics production in SSB through changing
processes and renewing the IT portfolio within several links in the production chain;
data acquisition, preparing and analysing data, communicating statistics and data, as well as
within information management. The contracting authority is establishing a new IT platform in the cloud to support this.
A modernised statistics production will use cloud native principles, and in a considerably greater degree than today, be service orientated and use patterns such as micro-service architecture, etc. In the coming years the contracting authority will establish IT systems and statistics production in a new cloud platform.
The contracting authority has a large existing product portfolio on the current platform. This must be managed at the same time that the functionality is established in the cloud platform.
The contracting authority reserves the right, in special cases, to decide whether a need must be announced
as an independent contest.
The contracting authority reserves the right to announce a contest for the hire of IT resources that are still being trained.
