The main purpose of the framework contract to be concluded as a result of the present procurement procedure is to assist the European Commission with the monitoring/evaluation/implementation of legislation and policies in the area of tobacco and related products. In this regard, input is expected in the form of reports, studies and/or other relevant forms. Scientific, economic and technical expertise is expected, in particular with regard to:
i. reporting systems for data to be submitted by industry and their disclosure to the public;
ii. evaluation of data reported by industry, including toxicity and addictiveness studies;
iii. measurement methods for ingredients and emissions;
iv. assessment of attractiveness, addictiveness and toxicity profiles of products and individual ingredients or combinations thereof as well as assistance in establishing limits/thresholds;
v. physiological properties of nicotine and its role in development of addiction;
vi. methods to decide whether products impart a characterising flavour other than tobacco;
vii. identification of additives and technical features impacting on consumer preferences and smoking initiation;
viii. possibilities to regulate products according to their toxicity or addictiveness profile;
ix. composition and health effects of side stream and environmental tobacco smoke.
