Sansia Oy will jointly tender its shareholders' service station refuelling with oil company cards or other means of identification. The shareholders involved in this acquisition of Sansa are predominantly located in the regions of North and South Savo. The procurement concerns liquid fuels suitable for use in transport and machinery from the supplier's station network and vehicle washing services.

The procurement shall take the form of a framework agreement in which a maximum of four (4) suppliers submitting an acceptable tender shall be selected for each part of the contract, unless there are fewer tenderers or eligible tenders. Contracts based on this invitation to tender and the supplier's offer shall be concluded with these suppliers. The planned start date of the framework agreement is 29 August 2022 and the contract will be concluded indefinitely. The duration of the contract shall not exceed four (4) years.

The acquisition is divided into three parts:

1) Service station refuelling with a Business Card or other identification

2) Service station refuelling with a professional traffic card or other identification

3) Vehicle washing services

The tenderer may offer one, two or all parts of the contract.

The total estimated value of the purchases for the entire contract period is approximately EUR 12 million (VAT 0%) and the maximum value of the purchases for the entire contract period is EUR 24 million (VAT 0%). The total value of the framework agreement depends on the number of subscribers involved in the procurement and the evolution of the world oil price during the contract period.

The procurement volume of the 16 subscribers involved in the procurement is approximately 1.7 million litres of liquid fuels annually. In addition, 26 Potential subscribers have joined the acquisition, with an annual purchase volume of approximately 0.8 million litres of liquid fuels. The estimated annual purchase volumes of subscribers and potential subscribers are attached to the request for quote. With the health and social services reform, when the customer/Subscribers' functions or duties are transferred in whole or in part to a third party, the Customer may similarly transfer all or part of the rights and obligations of the Subscriber(s) under this Agreement to a third party. Potential subscribers have the right, but not the obligation, to join the procurement during the contract period. Diesel fuels account for approximately 70% of annual purchases, petrol accounts for about 20% and motor fuel oils for about 10%. All of the above forecast values are non-committal estimates and the contracting entity does not commit to these amounts.

The volume of procurement for liquid fuels may be affected downwards by the change in customers' car fleet to move with other drives.

Sansia Oy is asking for an offer for a discount of cents per litre (VAT 0%) on the meter price from service and automatic stations in the supplier's network in Finland, where these products are available.

The products to be purchased are as follows:

- Petrol 95E10 and 98E5

- Diesel (all qualities)

- Motor combustion oil (all qualities)

- Renewable Diesel (all types)

The payment of the products and services to be purchased is made by means of a payment card or other identification made available to the customer by the supplier. Other means of identification may include e.g. mobile identification and so-called 'mobile identification' cardless refuelling.

The subscribers involved in the procurement will refuel from the suppliers selected for this part of the procurement in accordance with the following operating model:

The customer chooses from the suppliers who has the lowest price of the fuel to be refuelled at any given time and the location of the filling station at the customer's office (office, depot, fire station, etc.) or the place where the work is carried out is most appropriate.

Sansia Oy requests an offer for the contract net prices of service, automatic, express and professional transport stations in the supplier's network in EUR/litre (VAT 0%) in Finland, where these products are available.

The products to be purchased are as follows:

- Diesel (all qualities)

- Motor combustion oil (all qualities)

- Renewable Diesel (all types)

Net fuel prices are given to the localities defined on the pricing form for two specified days. A description of the price formation rule shall be attached to the tender.

The payment of the products and services to be purchased is made by means of a payment card or other identification made available to the customer by the supplier. Other means of identification may include e.g. mobile identification and so-called 'mobile identification' cardless refuelling.

The subscribers involved in the procurement will refuel from the suppliers selected for this part of the procurement in accordance with the following operating model:

The customer chooses from the suppliers who has the lowest price of the fuel to be refuelled at any given time and the location of the filling station at the customer's office (office, depot, fire station, etc.) or the place where the work is carried out is most appropriate.

Sansia Oy requests an offer for a discount on the following products and services:

- the percentage reduction in vehicle washing services from the normal price of the service station;

The payment of the products and services to be purchased is made by means of a payment card or other identification made available to the customer by the supplier. Other means of identification may be e.g. mobile authentication.

The customer chooses from suppliers providing vehicle washing services who has the lowest price of the service at any given time and who has the most appropriate location in relation to the customer's place of business (office, depot, fire station, etc.) or the place where the work is carried out.
