Procurement of a comprehensive study for the construction of a continuous value chain for hydrogen

The contracting authority requires a comprehensive study that to be based on the government's ambitions for the development of hydrogen as stated by Meld. St. (Whitepaper) 11 (2021-2022) Supplement to Meld. St. (Whitepaper) 36 S (2020-2021). The report to the Storting states that the government will contribute to building a continuous value chain for hydrogen produced with low or no emissions where production, distribution and use are developed in parallel. The government stands behind the roadmap for hydrogen in Meld. St. (Whitepaper) 36 S (2020-2021).

The roadmap applies for the assignment:

Status meeting December/January 2022/23

Draft report: February 2023

Final report: March 2023

The contracting authority requires a comprehensive study that to be based on the government's ambitions for the development of hydrogen as stated by Meld. The report to the Storting states that the government will contribute to building a continuous value chain for hydrogen produced with low or no emissions where production, distribution and use are developed in parallel. The government stands behind the roadmap for hydrogen in Meld. St. (Whitepaper) 36 S (2020-2021).

The review shall be conducted in accordance with the report instructions and shall, among other things:

• provide a brief technology and market status report on the production, transport and use of hydrogen in Norway and Europe today and shed light on what are assumed to be the most important advantages and challenges associated with hydrogen production in Norway.

• prepare three scenarios for the further development of a hydrogen market in Norway at low, medium and high levels of production and use, respectively. The scenarios should take into account national and international demand for both hydrogen and hydrogen-based technology, developments in alternative technologies that affect the need for hydrogen and energy prices and emissions, among other things. The scenarios must also indicate the probable extent of national demand for hydrogen in 2030 and the scope of production in Norway in order to meet demand.

• assess the need for, and possibly the arrangement of, the reinforcement of instruments in the area, including the use of state ownership. The assessment should identify any gaps in the policy instruments and assess how export-oriented policy instruments can be used for socio-economically profitable hydrogen production aimed at the export market. The assessment must address the advantages and disadvantages, including costs for actors and the state, and take into account that funds are limited.
